No person shall burn or cause or permit to be burned in the open any matter, including but not limited to trash, rubbish, leaves, garbage, grass, refuse, trees, automobiles, rubber, railroad ties, materials resulting from demolition, wrecking or construction of buildings, materials for salvage purposes or other wastes, so as to cause the emission of an air contaminant into the atmosphere of the village.
This chapter shall not apply to open fires used for preparing food for human beings, campfires or fires for other recreational purposes, provided that such fires shall be attended by a sufficient number of adults so as to properly control the same and to cause the same to be extinguished before leaving the same unattended, and further provided that the material consumed in such fire shall be burned in such a manner and under such circumstances as not to cause unreasonable annoyance to others through the spreading of smoke and ashes or to endanger property through the spreading of flaming material or sparks.
This chapter shall not apply to training exercises held by the Garden City Fire Department.
