It shall be the duty of owners of real property within the village to maintain in good and safe repair, care for and keep clean and free from filth, dirt, weeds or other accumulations, obstructions or encumbrances, sidewalks, paths or public thoroughfares set apart for pedestrians in front of or abutting upon their property.
The Director of Public Works of the village shall prepare or cause to be prepared from time to time, when deemed necessary, reports on sidewalks which are defective or in a state of disrepair or upon which there are accumulations, obstructions or encumbrances injurious to the use or appearance thereof.
A notice to correct any condition stated herein may be served by the Director of Public Works or his agent either personally or by mail by mailing a copy of the same to the owner at his last known address as the same appears on the assessment rolls of the village.
Whenever a property owner is required by notice to build, relay or repair defective sidewalks, such construction or repair shall be made in accordance with grades and specifications on file in the office of the Department of Public Works of the village.
If such owner fails, neglects or refuses to comply with said notice within the time specified therein, not exceeding 30 days from the date of said notice, the Department of Public Works shall cause the condition to be corrected and the cost thereof may be assessed against the owner of properties fronting or abutting such defective, damaged or obstructed sidewalks, paths or public thoroughfares.

Wherever, in this Article, reference is made to sidewalks, such term shall include driveway aprons.
