A. 
It shall be the the duty of the Building Official and he hereby is given the authority to enforce all the provisions of this chapter.
B. 
The general agent, architect, builder, contractor, owner or tenant or any other person who commits, takes part or assists in any violation of this chapter or who maintains any building or land in or on which any violation of this chapter may exist shall, for each and every violation, be fined not exceeding $1,500, or by imprisonment not exceeding 15 days, or both. Each day that a violation is permitted to exist shall constitute a separate offense. Any violation of this chapter or any part thereof shall constitute disorderly conduct and any person violating the same shall be a disorderly person.

In their interpretation and application, the provisions of this chapter shall be held to be the minimum requirements adopted for the promotion of the public health, safety, morals, comfort, convenience or general welfare. It is not intended by this chapter to repeal, abrogate, annul or in any way to impair or interfere with any existing provisions of any other law or ordinance previously adopted or which shall be adopted pursuant to law relating to the use of buildings or land; provided, however, that where this chapter imposes a greater restriction upon the use of buildings or land or upon the height of buildings or requires larger yards or other open spaces than are imposed or required by such existing provisions of law or ordinance, the provisions of this chapter shall control.
