A. 
The Mayor and Council members of the borough shall constitute the Council thereof. The Council shall hold an annual meeting on January 1 at 12:00 noon, or during the first seven days of January. The Council shall meet regularly thereafter for purposes of a regular meeting, which shall be adopted by resolution of the Council at said reorganization meeting. When the time for a regular meeting of the Council falls on a legal holiday, as prescribed by law, such meeting shall be held at the same hour on the next succeeding day which is not a holiday. When the time of any regular meeting of the Council falls on a day of a convention of municipalities, such meeting shall be held at the same hour on the day prescribed by the Council for such a meeting by resolution, and after public notice of such day has been given.

B. 
A monthly work session meeting will be held each month, on a date to be established by resolution of the Mayor and Council at its reorganization meeting for each year.

C. 
Special meetings of the Council may be held upon such call, notice and procedure as shall be prescribed by the rules of the Council and as are in accord with the New Jersey Open Public Meetings Law.[1]

D. 
The organization and rules of procedure of the Council will be provided by resolution.
The Mayor shall see that the laws of the state and the ordinances of the borough are faithfully executed and shall recommend to the Council such measures as he may deem necessary or expedient for the welfare of the borough. He shall maintain peace and good order and have power to suppress all riots and tumultuous assemblies in the borough.
