A person operating a vehicle in violation of
the chapter herein described, or the owner or operator of any vehicle
which is otherwise in violation of this chapter, shall be subject
to punishment by a fine of not more than $100 or by imprisonment for
not more than 15 days or by both such fine and imprisonment for a
first violation. For a conviction of a second violation, both of which
were committed within a period of 18 months, such person shall be
punished by a fine of not more than $200 or by imprisonment for not
more than 15 days or by both such fine and imprisonment. Upon conviction
of a third or subsequent violation, all of which were committed within
a period, of 18 months, such person shall be punished by a fine of
not more than $300 or by imprisonment for not more than 15 days or
by both such fine and imprisonment.

A person parking, stopping or standing a motor
vehicle in violation of the article herein described, or the owner
of such motor vehicle, shall be subject to a punishment by a maximum
