The following words and phrases, when used in
this article, shall, for the purpose of this article, have the meanings
respectively indicated in this section:
The standing of a vehicle, whether occupied or not, other
than temporarily for the purpose of and while actually engaged in
loading or unloading.
Any stopping of a vehicle, whether or not occupied.
The entire width between property lines of every way or place
of whatsoever nature when that part thereof is open to the use of
the public as a matter of right for the purpose of vehicular traffic.
Every device in, upon or by which any person or property
is or may be transported or drawn upon a highway.
A.
No automobile or other vehicle shall be parked on
the westerly side of Townline Road in the Town of Riga, in an area
commencing at the intersection of Green Road and Townline Road and
extending in a southerly direction along the west side of Townline
Road a distance of 1,100 feet.
B.
No automobile or other vehicle shall be parked on
the southerly side of Green Road, in an area commencing at the intersection
of Green Road and Townline Road and extending in a westerly direction
along the southerly line of Green Road a distance of 550 feet.
C.
No automobile
or other vehicle shall be parked on Percy Road on scheduled school
days between the hours of 7:00 a.m. and 3:00 p.m.

A.
Violations of this article shall be punishable by
a fine not exceeding $50 for the first offense, and for the second
offense, not less than $50 nor more than $100. The third or any subsequent
offense within one year may be punishable by a fine not exceeding
$200 or by imprisonment not exceeding 15 days, or by both such fine
and imprisonment, or by a penalty of not less than $150 nor more than
$200, to be recovered by the Town of Riga in a civil action.
B.
In addition, illegally parked vehicles are subject
to being towed away in order to clear the restricted area, and the
owner of any such vehicle shall be responsible for the payment of
any towing and storage charges incurred for the removal of the vehicle,
all charges to be paid prior to the release of the vehicle to the
owner.
