The streets or parts of streets described in
Schedule V attached to and made a part of this chapter are hereby
designated as one-way streets in the direction indicated.
Pursuant to the provisions of N.J.S.A. 39:4-140,
the streets or parts of streets described in Schedule VI attached
to and made a part of this chapter are hereby designated as through
streets. Stop signs shall be installed on the near right side of each
street intersecting the through street except where yield right-of-way
signs are provided for in the designation.
Pursuant to the provisions of N.J.S.A. 39:4-140,
the intersections described in Schedule VII attached to and made a
part of this chapter are hereby designated as stop intersections.
Stop signs shall be installed as provided therein.
Pursuant to the provisions of N.J.S.A. 39:4-140,
the intersections described in Schedule VIII attached to and made
a part of this chapter are hereby designated as yield intersections.
Yield right-of-way signs shall be installed as provided therein.
Trucks over five tons gross weight are hereby
excluded from the streets or parts of streets described in Schedule
IX attached to and made a part of this chapter, except for local deliveries
and for the pickup and delivery of materials. Appropriate signs may
be installed on such streets.
Trucks over 10 tons gross weight are hereby
excluded from the streets or parts of streets described in Schedule
X attached to and made a part of this chapter, except for the pickup
and delivery of materials. Appropriate signs may be installed on such
street.
Trucks over four tons' gross weight are hereby
excluded from the streets or parts of streets described in Schedule
XIV attached hereto and made a part of this chapter. Appropriate signs
may be installed on such streets.
Turns shall be regulated at all intersections
and traffic locations as set forth in Schedule XI attached to and
made a part of this chapter, as therein designated. Appropriate signs
shall be installed at such intersections and traffic locations for
the control of all traffic as provided in such schedule.
The streets or parts of streets described in
Schedule XV attached to and made a part of this chapter are hereby
established and designated as no-passing zones. Appropriate signs
and street pavement markings may be installed on such streets.
The streets or parts of streets described in
Schedule XX attached to and made a part of this chapter are hereby
designated as mid-block pedestrian crosswalks. The stopping or standing
of vehicles within 25 feet of the mid-block crosswalks is prohibited.
Appropriate pavement markers may be installed on such streets or parts
of streets consistent with the Manual on Uniform Traffic Control Devices
and consistent with the provisions of this chapter.

Pursuant to the provisions of N.J.S.A. 39:4-197,
as amended, the streets or parts of streets described in Schedule
XVI attached to and made a part of this chapter are hereby designated
as no through streets. Appropriate signs and pavement markings may
be installed on such streets.

Pursuant to the provisions of N.J.S.A. 39:4-115(b),
as amended, the intersections described in Schedule XVII attached
to and made a part of this chapter are hereby designated as no right
on red. Appropriate signs and pavement markings may be installed at
such intersections.

Pursuant to the provisions of N.J.S.A. 39:4-196.1
et seq., the streets (or parts thereof) described on Schedule XVIII
attached to and made part hereof are designated as safety zones. Appropriate
signs and pavement markings may be installed at such intersections.

A. Definitions. As used in this section, the following
terms shall have the following meanings:
EMERGENCY SITUATION
A sudden or unforeseen combination of circumstances calling
for immediate action, including, but not limited to, fire, accident,
criminal activities and hazardous conditions.
ENGAGE IN A CALL
Talking to or listening on a handheld mobile telephone, but
shall not include holding a mobile telephone to activate, deactivate,
or initiate a function of such telephone.
HANDS-FREE MOBILE TELEPHONE
A mobile telephone that has an internal feature or function,
or that is equipped with an attachment or addition, whether or not
permanently part of such mobile telephone, by which a user engages
in a call without the use of either hand, whether is necessary to
activate, deactivate or initiate a function of such telephone.
IMMEDIATE PROXIMITY
The distance that permits the operator of a mobile telephone
to hear telecommunications transmitted over such mobile telephone,
but shall not require physical contact with such operator's ear.
MOBILE TELEPHONE
The device used by subscribers and other users of wireless
telephone service to access such service.
USING
Holding a mobile telephone to, or in the immediate proximity
of, the user's ear.
WIRELESS TELEPHONE SERVICE
Two-way real-time voice telecommunications service that is
interconnected to a public switched telephone network and is provided
by a commercial mobile radio service.
B. Prohibited uses.
(1) Except as otherwise provided in this section, no person
shall operate a motor vehicle upon a public street or highway while
using a mobile telephone to engage in a call while such vehicle is
in motion.
(2) An operator of a motor vehicle who holds a mobile
telephone to, or in the immediate proximity of, his or her ear while
such vehicle is in motion is presumed to be engaging in a call within
the meaning of this section. The presumption established by this subparagraph
is rebutable by evidence tending to show that the operator was not
engaged in a call.
(3) The provisions of this section shall not be construed
as authorizing the seizure or forfeiture of a mobile telephone, unless
otherwise permitted by law.
C. Exceptions. Subsection
B(1),
(2) and
(3) of this section shall not apply to:
(1) The use of a mobile telephone for the sole purpose
of communicating with any of the following regarding an emergency
situation: an emergency response operator; a hospital; physician's
office or health clinic; an ambulance company or corps, a fire department,
district or company, or a police department.
(2) The operator of an authorized emergency vehicle for
official business.
(3) The use of a hands-free mobile telephone.
D. Violations and penalties. Persons violating all of
the sections of this chapter, unless otherwise provided by law, statute
or ordinance, shall, upon conviction, pay a penalty of not less than
$100 nor more than $500 for each offense. The complaint shall be made
in the municipal court of Glen Rock or before such other judicial
officer having authority under the laws of the State of New Jersey.

The lane locations described in Schedule XXI attached to and
made a part of this chapter are designated as lane use reservations
and traffic shall move only as indicated.
