A. 
No more than a total of four cats or dogs more than seven months of age shall be owned, kept, harbored or maintained by any person or persons residing in the same household.
B. 
No person shall place food intended or suitable for consumption by dogs or cats in any location out-of-doors unless a licensed cat or dog is regularly kept, harbored or maintained on the premises where such food is placed and if the person placing such food is not the owner or licensee of the cat or dog, then only if the owner or licensee of the same consents to such feeding. In no case shall a person feed a nonlicensed dog or cat. All such food shall be removed within two hours, and in no event shall such food be allowed to remain out of doors more than 30 minutes after sunset and before sunrise.
Any officer or agent authorized or empowered to perform any duty under this chapter is hereby authorized to go upon any premises to seize for impounding any dog or cat which he/she may lawfully seize and impound when such officer is in immediate pursuit of such dog or cat, except within the premises of the owner of the dog or cat if the owner is present and forbids the same. In that situation, an appropriate warrant may be obtained in the interest of the health, safety and welfare of the Borough.
