The owner of premises abutting any bluestone or concrete sidewalk shall maintain such sidewalk at all times in a good and passable condition at a grade which will prevent water accumulating thereon. He shall replace any flagstones or concrete squares which become broken and shall maintain the flagstones and concrete squares so that the joints thereof are even. The surface of all concrete sidewalks shall be kept properly roughened so as not to become smooth and slippery.

In case any sidewalk becomes in need of repair, the owner or occupant of the lands abutting such sidewalk shall forthwith, upon receipt of written notice from the Public Works Manager, repair or cause the same to be repaired and made in a good and passable condition and conform to the requirements of § 287-18.
A. 
The owner of land abutting on any street of the Borough, where the Council shall deem it necessary that sidewalks hereafter be laid or relaid, shall construct such walks of a width of four feet and shall cause the same to be made of flagstones or concrete acceptable to the Mayor and Council. Said work shall be done within 30 days from the date of notice to be served as required by law and shall conform to the grade as established by the Borough Engineer. The cost of establishing this grade shall be borne by the property owner.
B. 
In the event that the work is not completed after notice duly served as hereinabove set forth, said work may be performed by the Borough upon the order of the Mayor and Council of the Borough, and the expense shall be charged and levied upon the property of said owner or owners as provided by law.

All sidewalks in the Borough shall be constructed strictly in accordance with the specifications hereinafter set forth:
A. 
Excavation. The subgrade shall be prepared and properly tamped to a depth of eight inches below the finished grade of the sidewalk.
B. 
Dimensions. Unless otherwise specified, concrete sidewalks shall be constructed to a width of four feet and a depth of four inches, with a slope of 1/4 inch per foot towards the curbline.
C. 
Forms. Sidewalk forms may be of metal or wood and, if of wood, shall not be less than two by four inches and free from warps or bends. All forms must be thoroughly braced and staked to the established lines and grades.
D. 
Foundation. Upon the subgrade shall be placed a layer of clean sand having a compacted thickness of four inches.
E. 
Body of sidewalk. Concrete for sidewalks shall be Class C air-entrained portland cement concrete in accordance with the 1961 New Jersey State Highway Department Standard Specifications, except that the stone shall be 3/4 inch. Concrete shall be placed in the forms and on the prepared foundation to a thickness of four inches minimum. After being placed, the concrete shall be tamped, screened and finished to true grade and even surface. Care is to be taken to ensure that the concrete completely fills the forms and that all stone is completely embedded in the mortar. After the concrete has sufficiently set, the finish shall be applied with a wooden float so that a slightly roughened surface is obtained. The surface shall then be brushed with a wet soft-haired brush to obtain a neat surface. Expansion joints 3/16 inch wide shall be provided every five feet, and the joints shall be filled with sand. All exposed edges of the sidewalk and joints shall be rounded with a sidewalk edging tool having a radius of 1/2 inch.
F. 
Sidewalks at driveways and concrete aprons. Across driveways and wherever directed by the Borough Engineer, the thickness of the concrete for the sidewalk shall be six inches, and the sidewalk shall be constructed in the manner outlined above. Between the sidewalk and the curb, a concrete apron shall be constructed. This apron shall have a uniform slope from the grade of the sidewalk to the top of the depressed curb. This apron shall be constructed in the manner as outlined above for concrete sidewalk, except that the concrete shall be six inches thick, and no sand shall be placed under the apron.

No person shall ride, drive or pass over or along any sidewalk with horses, wagons, carts, horse-drawn carriages, automobiles, tractors, motor trucks, motorcycles or bicycles, provided that this section shall not prevent the use of driveways or the crossing of a sidewalk at right angles for the purpose of entering upon property, and provided that in the last-mentioned case the curb, if any, shall be protected in a manner approved by the Public Works Manager.
No person shall place or permit to be placed upon any sidewalk any object or thing that shall in any manner encumber such sidewalk or render travel upon such sidewalk dangerous or unsafe.
No person shall place or maintain any drop awning extending over any sidewalk, any portion of which, when lowered, shall be less than seven feet above such sidewalk.[1]
