For the purpose of this chapter and rules, and in order to provide smooth and efficient administration of the various departments of the Borough, and closer liaison with the Borough Council, the following persons shall be constituted as department heads:
A. 
Borough Clerk.
B. 
Police Chief.
C. 
Fire Chief.
D. 
Public Works Superintendent.
E. 
Tax Collector.
F. 
Treasurer.
G. 
Tax Assessor.
H. 
Chairman of the Planning Board.
I. 
Chairman of the Zoning Board of Adjustment.
J. 
Chairman of the Local Assistance Board.
K. 
President of the Board of Health.
L. 
Construction Code Official.

A. 
Each and every department head shall, on the tenth day of each month, or if this be on a holiday or day when the Borough Hall is closed for business, then on the first day thereafter when the Borough Hall is open for business, file with the Borough Clerk, with sufficient copies thereof for each member of the Council, a written activity or status report of the functions of his department during the immediate prior month, which report shall contain the following information:
(1) 
Summary of activities.
(2) 
Status of then-pending activities.
(3) 
Budget standing.
(4) 
Authorization request for the coming month's supplies, materials and equipment.
(5) 
A financial report showing total collections and cash receipts and the amount turned over to the Borough Treasurer.
(6) 
Such other matters as shall be required by the Borough Council.
B. 
The Borough Clerk, upon receipt of such report and copies, shall forthwith transmit the copies to the members of the Borough Council. The Borough Council may, by resolution, designate which department heads may be relieved of the duty of filing the above report.
Department heads shall only be required to attend regular meetings of the Borough Council, if requested and directed by the Borough Council.
It shall be the duty of each department head having employees or assistants under his immediate charge to file with the Borough Clerk, on the 10th day of each month, or if this be a holiday or day when the Borough Hall is closed, then on the first day thereafter when the Borough Hall is open, a written report on the personnel under his immediate charge with sufficient copies thereof for each member of the Borough Council, said report to contain the following information:
A. 
Name of employee or assistant.
B. 
Attendance record of said employee, showing days or hours absent, with reasons for such absence, specifically stating time out for illness, or excused time, and reasons for excuse.
C. 
Absenteeism because of vacation, stating days out.
D. 
Period of tardiness, giving days and amounts of tardiness. The Borough Clerk, upon receipt of this report and copies, shall forthwith transmit the copies to the members of the Borough Council.
To the end that there be a proper expenditure control system maintained in each department, the following rules and regulations shall be observed:
A. 
On or before January 15 of each year, each department head shall prepare and complete, on such forms as shall be prepared and furnished by the Borough Council, requests for appropriations for the ensuing budget year. Such forms shall be filed with the Borough Clerk.
B. 
When directed and requested by the Borough Council, the department head shall be prepared to appear before the Council to discuss any part or phase of the request filed.
C. 
Immediately after the adoption, approval and enactment of the Borough budget, each department head shall be furnished a statement of his request for appropriation as approved and incorporated in the Borough annual budget.
D. 
Thereafter, each department head shall be responsible for:
(1) 
The operation of his department within the limits of the budget allotment.
(2) 
The control of all expenditures within the limits of the budget appropriations and allotments approved for his department.
(3) 
The development of standards in order to anticipate departmental requirements.
