A. 
The provisions of Article 19-A of the General Municipal Law are hereby applicable to the establishment or extension of Business Improvement Districts in the Village of Cedarhurst.
B. 
This article shall take effect immediately upon filing with the the Secretary of State; provided, however, that such local law is subject to a permissive referendum and the Village Clerk-Treasurer shall forthwith proceed to notice such fact and conduct such referendum if required by petition.[1]

A. 
The Business Improvement District for the Central District shall be and hereby is established in the Village of Cedarhurst, the Board of Trustees having found that the establishment of the District is in the public interest, that all notices, mailings and hearing requirements have been duly complied with, that all properties within the District will benefit from the establishment of such District and that all property benefited is included in the boundaries of the District. That the boundaries of said district are contained in the District Plan adopted by the Board of Trustees on February 1, 1993, by resolution and are as follows: bounded on the west by Washington Avenue, easterly side; bounded on the east by Prospect Avenue, westerly side; bounded on the north by the Long Island Railroad tracks; and bounded on the south by Broadway, northerly side; and including all commercial or nonresidential property within said boundaries.
B. 
The construction or improvements and provision of services within the district shall be pursuant to such District Plan of the Central Business District. All said services shall be in addition to and not a substitution for required municipal services provided by the Village of Cedarhurst on a Village-wide basis.
C. 
To the extent not otherwise explicitly provided herein, the provisions set forth in Article 19-A of the General Municipal Law shall govern the operation of the Business Improvement District and the District Management Association in the Village of Cedarhurst. Insofar as the provisions of this chapter are or may be inconsistent with the provisions of any other chapter or Act, the provisions of this chapter shall be controlling.
D. 
Any amendments to the Business Improvement District and/or the District shall be made in accordance with the provisions set forth in § 980-i, Article 19-A, of the General Municipal Law.
E. 
This section shall become effective upon compliance with the requirements set forth in § 980-g of said Article 19-A of the General Municipal Law and upon compliance with all other requirements of law.
