This chapter applies to the administration and enforcement of
the New York State Uniform Fire Prevention and Building Code applicable
to plumbing, fire suppression systems, heating, ventilation, and air
conditioning as well as all local provisions as set forth herein.
All plumbing work and the construction and maintenance of plumbing
and drainage in the City must be performed by persons having a thorough
knowledge of it and who are licensed and duly registered plumbers,
or by journeymen plumbers employed by and under the direction and
oversight of such licensed plumbers as herein provided. All heating,
ventilating and air-conditioning work and the construction and maintenance
of heating, ventilation and air-conditioning equipment and systems
in the City must be performed by persons having a thorough knowledge
of it and who are licensed and duly registered heating, ventilating
and air-conditioning contractors or by journeymen employed by and
under the direction and supervision of such contractors as herein
provided. All fire suppression system work, specifically the construction,
alteration, removal, inspection and maintenance of sprinkler systems
in the City must be performed by persons having a thorough knowledge
of it and who are licensed and duly registered fire suppression contractors
or by journeymen employed by and under the direction and supervision
of such contractors as herein provided. Any person owning and occupying
a single-family detached dwelling or a two-family dwelling in the
City may personally perform plumbing work thereon in accordance with
the provisions of the New York-State Uniform Fire Prevention and Building
Code and all applicable local provisions as set forth herein.
