The source of the revenue for retiring debt service, capital expenditures and maintenance of the Village sewer system shall be a unit service charge assigned to all owners of property to which service is available within the Village.
All sewer service charges will be fixed on a unit basis as determined by the Board of Trustees.
The annual charge per unit is hereby fixed by dividing the total annual charge comprised of principal and interest payments and the annual cost of maintenance and operation by the total number of units.
Any waste of such character that its constituents exceed the limits of concentration as set forth in Article IV shall be subject to a surcharge. The charge shall be determined by the strength, volume and composition of the waste discharging into the public sewer.
The Board of Trustees reserves the right from time to time, as may be necessary, to change the charge for sewer service in order to conform to the requirements of other authorities or to compensate for varying maintenance or construction costs.
The sewer charge levied pursuant to this chapter is hereby made a lien on the property served, and if such charge is not paid within 30 days after it shall be due and payable, it shall be subject to interest and penalties allowed by law and be collected as other Village taxes are collected.
The sewer service unit charge in the Village of North Syracuse shall be based on the units as established by the County of Onondaga and the Assessors of the Towns of Cicero and Clay.
