A. 
Three different schemes of this plan shall be prepared for submittal to the Planning Commission. The pre-preliminary development site plans shall contain:
(1) 
The title, scale, North arrow and date.
(2) 
A topographical survey, as required for the proposed preliminary plan, or an enlargement of the most recent United States Geological Survey Quadrangle, to a scale of one inch equals 100 feet and showing contours at intervals of not more than five feet.
(3) 
Subdivision boundaries.
(4) 
Park and recreation areas, if proposed.
(5) 
The names of owners and approximate boundaries of all contiguous properties.
B. 
The following development and legal data shall be available in conjunction with the pre-preliminary site plan:
(1) 
Land characteristics of the site.
(2) 
Availability of existing and proposed utilities, schools, parks and playgrounds.
(3) 
Total acreage of subdivision and number of lots proposed.
(4) 
Typical width and depth of lots.
(5) 
Building types and approximate square feet of living area in dwellings.
(6) 
The name and address of the subdivider.
(7) 
The name and address of the owner.
C. 
Additional requirements.

(1) 
Preliminary drainage report. A preliminary drainage report in form and substance satisfactory to the Village Engineer and not otherwise inconsistent with the requirements of Chapter 201 and other applicable provisions of the Code of the Village of North Syracuse.
(2) 
Stormwater pollution prevention plan. A stormwater pollution prevention plan consistent with the requirements of Chapter 201 of the Code of the Village of North Syracuse.
A. 
This plan shall be a development which updates the preliminary plan that was selected and approved by the Planning Commission. Fifteen black-and-white paper prints of the proposed preliminary plan shall be presented. The proposed preliminary site plan shall contain:
(1) 
The title, scale, North arrow and date.
(2) 
Bearings and distances of tract boundary lines and reference control points.
(3) 
The locations and dimensions of existing and proposed:
(a) 
Streets, public facilities or land, easements and similar features.
(b) 
Facilities or land dedicated or reserved for public use.
(c) 
Utilities on and adjacent to the tract, including size and location of sanitary, storm and combined sewers and water mains; gas lines, fire hydrants, electric and telephone facilities and streetlights; invert elevations of storm and sanitary sewers at proposed points of connection; and location of sewers not adjacent to the tract to which connections are proposed, together with invert elevations at points of connection.
(4) 
Topography of subdivision shall be included as follows:
(a) 
Contour lines should be shown at not more than two-foot intervals.
(b) 
Datum plane for all topographic information shall be that of the United States Geological Survey.
(5) 
The location of percolation test sites, if required.
(6) 
The names or file map numbers of:
(a) 
Owners of adjoining land.
(b) 
Adjoining subdivisions.
(c) 
Proposed subdivision.
(d) 
Proposed streets.
(e) 
Blocks and lots in accordance with the Village of North Syracuse numbering system.
(f) 
Owner and subdivider.
B. 
Sheet size and scale shall be as follows:
(1) 
Less than 10 acres: 24 inches by 36 inches; one inch equals 50 feet.
(2) 
Ten or more acres: 24 inches by 36 inches; one inches equals 100 feet.
C. 
Location and neighborhood map.
(1) 
In conjunction with the proposed preliminary site plan, location and neighborhood maps must be provided and shall contain:
(a) 
The subdivision location and boundaries.
(b) 
The location of adjoining tracts and subdivisions and existing and proposed streets, public facilities and watercourses within 400 feet of any part of the subdivision.
(2) 
The scale may vary from one inch equals 100 feet to one inch equals 200 feet.
D. 
Development data shall be available in conjunction with the proposed preliminary site plan as follows:
(1) 
Corrected and updated development data from the pre-preliminary development plan or as required by said plan.
(2) 
Results of any required percolation tests.
(3) 
Drawings showing:
(a) 
Tentative street cross sections and center-line profiles.
(b) 
Preliminary sketches of any bridges or culverts.
(c) 
General plan of sanitary and storm sewer system.
(d) 
Basic construction information of proposed buildings or structures.
E. 
A general plan of the water distribution system must be submitted and shall show the critical path of operations involving development construction.
F. 
The following legal data shall be available in conjunction with the proposed preliminary site plan and development data:
(1) 
Draft restrictions of all types which will run with the land and become covenants in the deed for lots.
(2) 
Draft of offers of cession, as required.
(3) 
A written request for public hearing, filed with the Village Clerk.
G. 
A drainage report in form and substance satisfactory to the Village Engineer and not otherwise inconsistent with the requirements of Chapter 201 and other applicable provisions of the Code of the Village of North Syracuse.

H. 
A stormwater pollution prevention plan consistent with the requirements of Chapter 201 of the Code of the Village of North Syracuse.

A. 
This plat shall be the final development and suggested improvements which updates the proposed preliminary plan as approved by the Planning Commission. Four cloth-backed copies of the final tract plat shall be presented. The final tract plat shall contain the following:
(1) 
The title, scale, North arrow and date.
(2) 
Four cloth-backed copies which are transparent reproducible with black line or five table base film.
(3) 
Corrected and final planimetric data from the proposed preliminary plan. Except modifications for all street right-of-way and property lines, the following shall be shown:
(a) 
Accurate dimensions, bearing or deflection angles of all straight lines. The error of closure may not exceed one foot in 5,000.
(b) 
Curve data on all curves.
(4) 
Survey data. Primary control points or descriptions and ties to such control points to which all dimensions, angles, bearing and similar data on the map are referred.
(5) 
Information beyond subdivision boundaries required for proposed preliminary plans need not be shown except for boundary streets.
B. 
Drawing size shall be 24 inches by 36 inches. Entire tract is to be to a scale of one inch equals 100 feet; sections are to be filed to a scale of one inch equals 50 feet on the number of sheets required.
C. 
In conjunction with the final tract site plat, location and neighborhood maps must be provided and shall be corrected and updated from the proposed preliminary location and neighborhood maps. If the final tract site plat is drawn in two or more sections, locations of the area should be indicated.
D. 
Development data shall be available in conjunction with the final tract plat and location and neighborhood maps. Development data shall include:
(1) 
Corrected and updated development data from proposed preliminary plan development data.
(2) 
Detailed drawings and specifications for:
(a) 
All improvements shown on proposed preliminary plan development data drawings.
(b) 
Final general plan and plan and profile of sanitary sewage system.
(c) 
Final general plan and plan and profile of storm sewer system.
(d) 
General plan of water distribution system.
E. 
The following legal data shall be available in conjunction with the final tract site plat, location and neighborhood maps and development data:
(1) 
Corrected and updated legal data from the proposed preliminary plan.
(2) 
Such other certificates, affidavits, endorsements or agreements as may be required by the Planning Commission in the enforcement of this chapter.
