The following improvements shall be installed by the subdivider as hereinafter specified.
A. 
All streets shall be designed to the Village standard, approved by the Village Board, the Superintendent of Public Works and the Village Engineer. The Village Engineer or other authorized representative of the Village shall observe the construction of the street construction.
B. 
All pavement for major, collector, minor and cul-de-sac streets shall conform to the design criteria.
C. 
Street alignments and widths and the design of intersections shall conform to the standards of this chapter.
D. 
Streetlighting shall be approved by the Village Board.
E. 
Where state and county roads and highways are involved in the subdivision, the subdivider must adhere to all state and county regulations governing said roads and highways.
F. 
Permanent street signs, of the same specifications as used by the Village Department of Public Works and showing the names of the intersecting streets, shall be erected at all intersections.[1]

Sidewalks shall be constructed in accordance with the approved Village sidewalk specifications and detail. Sidewalks shall be constructed on both sides of all streets. The Planning Commission, depending upon local conditions or public safety, may permit exceptions to this rule.
A. 
All storm sewers and drainage facilities, including catch basins and culverts, shall be installed and the land graded for adequate drainage, as shown on drainage plans submitted and approved as part of the final tract plat. These improvements shall be installed by the developer, in accordance with the procedures and standards of the Planning Commission, and approved by the Village Engineer or other authorized representative of the Village.
B. 
All swales and drainage channels having a depth at any point that exceeds 12 inches below average finished grade adjoining the swale shall be piped in accordance with the recommendation of the Village Engineer and general engineering practice.
C. 
All piping shall be a minimum of 12 inches nominal pipe size and shall connect to the nearest storm drainage facility. This piping shall not be required in instances where storm drainage facilities are not available downstream. Sizing of pipe shall be determined by the Village Engineer and Highway Superintendent.
D. 
All drainage facilities that have an average slope of less than 1% shall be served by an underdrain constructed in accordance with the official cross-section detail for underdrains.[1]

E. 
All earthen facilities conveying or detaining any stormwater must be topsoiled, fine graded and seeded immediately after being constructed. There must be a good growth of grass before these facilities can be accepted.
All necessary mains and laterals for connection from the lots to the public sewerage system, as shown in the final tract plat layouts, shall be installed by the subdivider. The sanitary sewers shall be constructed in accordance with the specifications of the Village and approved by the Village Engineer before acceptance. When completed, this system shall be deeded to the Village for $1.
All water mains and lines shall be constructed as shown on the final tract plat and as approved by the Village Engineer, Planning Commission and Fire Marshal and shall be in accordance with the procedures of the Onondaga County Water Authority, New York State Department of Health, American Waterworks Association and the National Fire Protection Association.
Permanent reference monuments shall be placed at all block corners, angle points, points of curvature in streets, points of tangency on horizontal curves and at such intermediate points as may be required by the Village Engineer. The monuments shall be of precast concrete or of a durable stone 30 inches by six inches with forty-five-degree beveled edges. All lot corners shall be marked by using markers of a minimum length of 30 inches permanently located in the ground to final grade.
