Pursuant to §§ 1640, 1641 and 1643 of the Vehicle and Traffic Law of the State of New York, private roads open to public motor vehicle traffic in the City of Port Jervis shall be subject to the provisions of this chapter, and traffic and parking in such roads may be regulated by the Chief of Police as otherwise provided in this chapter.
As authorized by § 1640-a of the Vehicle and Traffic Law of the State of New York and pursuant to the written request of the owner, the person in general charge of the operation and control or the Chief of the Fire Department, the Chief of Police is hereby authorized to regulate traffic and parking in the private parking areas and driveways described in Schedule R (§ 505-56). The rules and regulations in effect in such areas shall be as indicated in said schedule.
The regulation of traffic and parking on private roads, parking areas and driveways pursuant to this article shall in no way obligate the City of Port Jervis, New York, its employees, representatives, officers or agents to otherwise maintain, regulate, operate, repair, construct, reconstruct or in any other manner be responsible for any private road, parking area or driveway within the City.
