As used in this Part 2, the following terms shall have the meanings indicated:
ACTUAL USE CHARGES
Charges paid by users for their proportionate share of operation and maintenance (including replacement) costs of treatment works within the village sewer system, based on the user's proportionate contribution to the total wastewater loading from all users within any sewer district.
CONTROLLED DISCHARGES
Those discharges to the Village of Cuba Village sanitary sewers as regulated by Part 1 of this chapter.
OPERATION AND MAINTENANCE CHARGES
Includes allowances for replacement.
PLANNING PERIOD
Twenty years from the date of the start-up operation.
RATE
A charge established by the Village Board and based upon:
A. 
The amount of funds required to pay expenditures for operation and maintenance (including replacement); and
B. 
Funds required for repayment of capital debt service and the number of units of use within the village sewer system.
REPLACEMENT ALLOWANCES
Expenditures for obtaining and installing equipment, accessories or appurtenances which are necessary during the planning period of the treatment works to maintain the capacity and performance for which such works are designed and constructed.
SEWER CHARGES
A scale of charges established and imposed annually by the Village of Cuba Village for the use of the public sewers.
UNITS OF USE
The quantity of usage of the sewer system based on each 1,000 gallons of metered water use.
USER
Any owner of real property within the village sewer system who is depositing or is required to deposit sewage, either directly or indirectly, into the public sewers.
USER CHARGE SYSTEM
A system of charges which shall be levied against users within the village sewer system based on the metered units of water use multiplied by a rate such that the village may recover the cost for operation and maintenance (including replacement) of the sewer system.
USER'S CONTRIBUTION
The amount based on actual volume of flow only, as outlined § 155-45, Basis for charges. If applicable, users shall be further subject to the requirements of Part 1 of this chapter.
VACANT PARCEL OWNER
Any owner of vacant real property within the village or any sewer district who, by the virtue of the parcel's proximity to the public sewers, has the right to connect to said sewers when the parcel is improved and the owner becomes a user as defined above.
