The rules and regulations of the Police Department heretofore adopted are hereby continued until altered or amended in the manner provided in § 26-18.

The governing body shall adopt written rules
and regulations prepared by the head of the police force, for the
government and control of the Police Department. Each officer shall
be presented with a copy of the rules and regulations, together with
any amendments thereof or additions thereto as adopted from time to
time by resolution of the governing body. The power to adopt shall
include the power to reject and modify rules and regulations recommended
by the head of the Department.
All matters now or hereafter made the responsibility
of the Police Department by actions of the governing body shall be
forwarded through the Police Commissioner of the governing body to
the Chief of Police, who shall issue the necessary instructions to
the members of the Police Department.
