Water supplied by the Village of Hudson Falls to consumers of all classifications, from and after the effective date of this article, will be supplied and sold by measurement only, and water meters shall be installed on all service lines as soon after the effective date hereof as practicable, and thereafter all water used by such consumers shall be metered. Remote meters shall be installed in all houses, and separate meters are required for each unit of a multifamily dwelling.
When a meter is installed during the period for which a flat-rate rental has been paid, the amount which has been so paid will be prorated and applied against the value of the water consumed for such period as determined by the meter registration, and any deficiency shall be paid by the consumer on demand.
Anything hereinbefore contained to the contrary notwithstanding, whenever the value of the water consumed as registered by the meter and computed at the applicable meter rates does not equal such minimum value as may be determined from time to time by the Board of Trustees of this Village, then such minimum value or flat rate shall apply and be charged accordingly.

There will be no water hookups installed after November 1 of each year unless it is an emergency. Hookups will start April 1 of each year or when the frost is out of the ground.

All applicants for service lines over one inch will be handled on a case-by-case basis, and the owner will be responsible for cost of material and labor.
