The office of Housing and Community Development of Kent County is hereby created.
A. 
The Board of County Commissioners of Kent County may appoint a Director from time to time. He shall be selected on the basis of his executive, administrative and fiscal abilities and his knowledge and experience of housing, plumbing and electrical codes, public grants, rental projects and subsidies for housing programs.
B. 
The Director shall receive an annual salary to be established by the County Commissioners.
A. 
The Director shall devote his full time to the work of the county, and he shall be responsible to the County Commissioners for the proper administration of his affairs. He shall at all times be held responsible for the proper discharge of his duties but may delegate to appropriate employees such authority as he deems necessary to carry out the duties of his office.
B. 
The Director shall have the following powers and duties:
(1) 
To supervise, coordinate and be responsible for the administration of the issuance of plumbing permits and all plumbing work performed in the county as set forth in Chapter 192, Housing Standards, Part 3.
(2) 
To supervise, coordinate and be responsible for the administration of electrical permits and all electrical business performed in Kent County as set forth in Chapter 192, Housing Standards, Part 2.
(3) 
To keep the Board of County Commissioners advised on the monitoring and availability of federal and state funding/grants relating to housing, community development, neighborhood improvement, etc.
(4) 
To prepare, coordinate and administer federal and/or state grant applications.
(5) 
To oversee and inspect areas/projects involving grant funds.
(6) 
To be responsible for conducting public information community meetings as required for grant preparation and compliance.
(7) 
To perform such other duties and functions as may be assigned to him from time to time by the Board of County Commissioners.
