The name of the body hereby established shall be the "Willistown Township Recycling Commission."
The Willistown Township Recycling Commission (hereinafter referred to as the "Commission") shall have the following duties and responsibilities:
To conduct a survey of all avenues of recycling as required by Act 101[1] and to act in collaboration with the Planning Commission of Willistown Township and other appropriate groups with respect to such survey.

To implement a sound recycling program in conjunction with the Board of Supervisors as required by Act 101.[2]

To cooperate with and enlist assistance from the Chester County Board of Health Recycling Committee, the Commonwealth of Pennsylvania and other local, state and national recycling organizations.
To keep abreast of technical literature, reports and documents relevant to recycling in Willistown Township.
To promote public interest in the work of the Commission by carrying out a public relations program and by other appropriate means.
To perform such other duties and undertake such other responsibilities as may be delegated to the Commission from time to time by the Board of Supervisors.
The Commission shall be composed of seven persons, each of whom shall be a resident of Willistown Township, and each of whom shall be appointed by the Board of Supervisors. Duly appointed Commission members shall serve at the pleasure of the Board of Supervisors but, unless otherwise removed by the Board of Supervisors, shall serve for terms of two years each or until their successors are appointed.
Members of the Commission shall receive no compensation for their services, but may be reimbursed for the expenses actually and necessarily incurred by them in the performance of their duties and in the conduct of Commission business, when such reimbursement is authorized by the Chairman of the Commission and approved by the Board of Supervisors.
The Board of Supervisors will appoint the first Chairman of the Commission for a one-year period. After the term of the first Chairman has expired, the Commission will elect its own Chairman for a one-year term annually.
Regular public meetings shall be held to conduct the business of the Commission. The Commission shall keep records of its meetings and activities and shall make an annual report and such other periodic reports to the Board of Supervisors as the Board may require or the Commission may deem appropriate.
The Commission may, with the consent of the Board of Supervisors, utilize any funds, personnel or other assistance made available by Chester County, the Commonwealth of Pennsylvania or the federal government or any of its or their agencies or from any other private or public sources. Accounting of the receipt of such funds and for the expenditure thereof shall be pursuant to such regulations as the Board of Supervisors may adopt. Unless specifically authorized by the Board of Supervisors, the Commission shall not establish any separate bank or other account for the deposit or accumulation of funds. The Commission shall submit a plan of activities and a proposed budget to the Board of Supervisors during the regular township budget process. Funds for the expenses to be incurred by the Commission shall, at the discretion of the Board of Supervisors, be appropriated by the Board of Supervisors.
