The following are hereby established as parking regulations
and facilities adjacent to the Town Hall:
A.
Parking meters shall be installed along the northerly parking areas
of Wilsey Way off the traveled portion of the roadway between Robbins
Street and Horner Street. Four Township Council head-on parking spaces
shall be designated in the northerly area of Wilsey Way directly in
front of the entrance to the Town Hall between Robbins Street and
Horner Street to be used by members of the Township Council exclusively.
Any vehicle which is not either owned or operated by a member of the
Toms River Township Council shall receive a ticket for parking in
a reserved parking area. A parking area off the traveled portion of
the roadway near the utility building shall be designated and not
metered, to be used by Toms River Township municipal vehicles only.
The Township of Toms River shall post signs indicating the parking
area is only for Toms River Township vehicles. Any Toms River Township
vehicle that does not have a municipal government license plate shall
be required to have a Toms River Township Parking Authority decal
affixed to its bumper to indicate that it is a Toms River Township
municipal vehicle. Any other vehicle not specifically marked shall
receive a ticket for parking in a reserved parking area.

B.
The parking lot southwest of the Town Hall adjacent to the maintenance
building and east of Robbins Street and south of Wilsey Way, containing
12 parking spaces, shall have parking meters installed, and no person
shall park a vehicle in any such space between the hours of 9:00 a.m.
and 6:00 p.m. on any day, except Sundays and public holidays, unless
payment is made at the rate of $0.05 for a period of 12 minutes, with
a maximum parking period of 60 minutes. Toms River Township municipal
vehicles with municipal government license plates may also be parked
in this area without payment of any fee.
C.
Parking meters shall be installed in the parking lot west of the
Town Hall and east of Robbins Street, between Washington Street and
Wilsey Way, in the easterly side of said parking lot. There shall
be 13 free parking spaces, with no meters, on the westerly side of
said lot, east of Robbins Street, between Washington Street and Wilsey
Way.

Twelve of the aforesaid spaces are for the vehicles of the Toms River
Fire Company No. 1 personnel only. These vehicles must have displayed
thereon an identification sticker, as issued by the Toms River Fire
Company No. 1, and which sticker shall be valid only so long as the
person to whom it is issued is a member of the Toms River Fire Company
No. 1. The aforementioned parking spaces are only to be used by the
members of Toms River Fire Company No. 1 when they are on official
business of the Toms River Fire Company No. 1.

One space is for Toms River Township Councilpersons. A vehicle parked
in that space must either be owned or operated by a member of the
Toms River Township Council. Any other vehicle which is not owned
or operated by a member of the Toms River Township Council shall receive
a ticket for parking in a reserved parking area.
D.
No person shall park his or her vehicle between the hours as stated
below on any day, except Sundays and public holidays, upon portions
of any street designated below, and in parking meter zones where parking
meters have been installed, unless specific payments are made as hereinafter
designated. These spaces are reserved for commercial parking only
between the hours of 9:00 a.m. and 4:30 p.m. Any vehicle parked in
these spaces which does not have commercial license plates shall be
ticketed.

No person shall park his or her vehicle between the hours stated
below in any metered off-street parking lot designated below where
meters have been installed, unless specific payments are made as designated

F.
The parking meter rates for the aforementioned on-street and lot
meters hereinbefore designated shall be as follows: Each five-cent
coin or token as distributed by the Authority will permit a vehicle
to be parked for a period of 30 minutes. Each ten-cent coin will permit
parking for a period of one hour. Each $0.20 will permit parking for
a period of two hours. For convenience, each twenty-five-cent coin
shall permit parking for a two-hour period. The aforementioned lots
shall be designated as "Area B."
