Whoever, without reasonable excuse, knowingly gives false information, or refuses to give information, or fails upon command to aid any person known by the person to be an officer of the law or a person authorized to command such assistance, shall be deemed guilty of obstruction of justice.
A. 
First offense: a fine not to exceed $100 and court costs.
B. 
Second offense and succeeding offenses: a fine not less than $100 but not more than $500 and court costs.
