In consideration of certain lands, buildings, facilities and equipment of the University of Maryland being situated within the boundaries of the City of College Park as defined by this Charter; and in consideration of certain functions and activities of the University of Maryland and of its personnel being performed within said boundaries of the City of College Park; and in consideration of the use by the administrative personnel and students of the University of Maryland of the roads, streets, highways and facilities of the City of College Park; and in consideration of their enjoyment of the privileges and benefits of the government of said City; and since the University of Maryland is exempt from all taxes levied by the City; therefore, the Board of Regents of the University of Maryland is hereby authorized to pay unto the Finance Director of the City of College Park such sum or sums of money annually as shall be fixed by said Board of Regents for the use and benefit of the government of said City with which to defray, in part, its governmental expenses and otherwise to expend as the Mayor and Council, in its judgment, shall determine for the benefit of said City.[1]
