Failure to comply with the provisions of this chapter shall
exclude the property proposed for subdivision from consideration for
the issuance of building, zoning or any other permits pertinent to
the development of the property. It shall further prohibit the acceptance
by the Village of streets and lands for public purposes and the connection
of the area to existing public utilities.
