The purpose of the V District is to recognize the existence of the small lots in the Village of Crosswicks and the Hamlets of Chesterfield and Sykesville. It is intended to permit dwellings on small lots in order to reduce the level of nonconformity among existing lots and to preserve the character of these villages and hamlets.
Permitted principal uses shall be as follows:

Detached single-family dwellings.
B. 
Township government facilities.
C. 
Parks and playgrounds.
D. 
Houses of worship.
E. 
Signs: see § 130-87.
Permitted accessory uses shall be as follows:
A. 
Garages and parking areas.
B. 
Swimming pools and tennis courts.
C. 
Fences and walls.
D. 
Toolsheds and noncommercial greenhouses.
Permitted conditional uses shall be as follows:
A. 
Home occupations as a use subordinate and incidental to the primary residential use, after site plan approval, located on lots conforming to the residential requirements of this chapter and conforming to the requirements of this section, and provided that no commercial vehicles or construction vehicles shall be permitted to be parked on a property as part of a home occupation.

The R-1, V, AG and C Districts within the Villages of Crosswicks and Chesterfield are also designated as a Village Historic Preservation District. The purpose is to give special recognition to their unique characteristics as they reflect the 18th and 19th century history, architecture, land use relationships and small village way of life. This designation is an attempt to retain and preserve structures and sites of historic significance whose age and character, both individually and collectively, create the tone and character of these villages. The regulations are intended to prevent any construction, exterior alteration or demolition which would injure, depreciate or conflict with the tone and character of the area and thereby safeguard the heritage of the villages, conserve property values and foster beauty. The regulations of the Village Historic Preservation District are in addition to all other applicable requirements of this chapter. In the Village Historic Preservation District, no building permit or demolition permit shall be issued for the erection, reconstruction, moving, exterior alteration, exterior remodeling, exterior restoration or razing, in whole or in part, of any structure until the proposal and the structure's architectural features have been reviewed and commented upon by the Historical Society. The Construction Code Official may issue a permit without referring the application to the Historical Society for an alteration or restoration of an existing portion of a structure, e.g., window, door frame or steps.
