No person shall operate or park a vehicle or trailer on any street or highway for the sole purpose of displaying advertising signs.
No funeral procession containing 200 or more persons, or 50 or more vehicles, shall occupy, march or proceed along any way except in accordance with a permit issued by the Chief of Police and such other regulations as are set forth herein which may apply.
A. 
The use and operation of heavy commercial vehicles are hereby restricted on the streets or parts of streets designated in Schedule 2,[1] which schedule is specifically incorporated in this section and made a part of these rules and orders, in the manner outlined and during the period of time set forth.

B. 
Subsection A of this section shall not apply to heavy commercial vehicles going to or coming from places upon said streets for the purpose of making deliveries of goods, materials or merchandise to, or similar collections from abutting land or buildings or gained; or to vehicles used in connection with the construction, maintenance and repair of said streets or public utilities therein; or to federal, state, municipal or public service corporation owned vehicles.
