The following schedule of fees is hereby established with respect to licenses, permits and activities required or regulated under the provisions of various chapters of the Code of the Borough of Lititz. Applications for and the issuance of such licenses and permits shall be subject to the provisions of the specific chapter of the Code which is indicated for each type of license or permit. The business, activity or operation for which the license or permit is required shall be subject to all regulations set forth in the chapter to which reference is made.

The sewer service charge per meter for all connections per quarter shall be $82.09, plus an additional charge as specified below for each additional EDU over one serviced by the same meter.
(b) 
If more than one dwelling unit is served by the same meter, the increase charge shall be $61.56 for each additional EDU over one serviced by the same meter.
(4) 
An administrative fee of $25 shall be imposed upon the customer where the Borough posts a ten-day notice on the customer's property regarding a delinquent sewer bill.

License fee for each and every exhibition: $50.
A. 
Permit issuance fees. Issuance fees to defray costs incurred by the Borough in reviewing and processing the application and plans, including the preliminary review of the site location identified in the application, and in issuing and processing the permit shall be as follows:

General permit inspection fees. General inspection fees to defray costs incurred by the Borough in spot inspection of permitted work or subsequent inspections after the permitted work has been completed and to monitor compliance with the permit and this chapter shall be as follows:

Underground facilities (for example, pipelines, buried cable with pedestals, conduit and manholes). This fee is calculated on the total linear feet of the facility or facilities being permitted within the right-of-way, regardless of whether the surface is opened.

C. 
Additional fees. If the Borough anticipates that the cost of reviewing the required application information or inspecting the permitted work will exceed the above issuance or inspection fees by a significant amount, the following additional fees will be assessed:
(1) 
Additional issuance fee. The Borough will estimate the additional amount of salary, overhead and expenses and prepare a reimbursement agreement for execution by the applicant. Borough review of the permit application will commence on the effective date of the agreement.
(2) 
If the Borough determines that the permitted work is of sufficient magnitude or importance to warrant assignment of one or more persons to inspect the permitted work on a more than spot inspection basis, the permit will so indicate and the permittee shall be charged for all salary, overhead and expenses incurred by the Borough for inspection.
(3) 
The Borough will provide an itemized invoice for additional fees owed to the Borough.
D. 
Refunds. The Borough will refund the general permit inspection fees on unused permits. In order to be eligible to receive such a refund, the permittee shall deliver the request with the permittee's copy of the permit to the issuing district permit office on or before the permit expiration date.

Appeal or application to Zoning Hearing Board. Except as provided in § 55-1.9A(1) above, the fees for an appeal or application to the Zoning Hearing Board required by the Lititz Borough Zoning Ordinance and/or the Pennsylvania Municipalities Planning Code shall be as follows:

Petition for amendment to the Zoning Ordinance or Zoning Map. The fees for a hearing on a petition to amend the Zoning Ordinance or Zoning Map before the Lititz Borough Council shall be as follows:

A nonrefundable filing fee of $75, plus a deposit in the amount of $35 for the estimated cost of advertising and postage incidental thereto. Any balance of the deposit remaining will be refunded to the petitioner, and any advertising costs in excess of the deposit will be charged to the petitioner. The total fee plus deposit equals $110.
C. 
Petition for a curative amendment to the Zoning Ordinance. The fees for a hearing on a petition for a curative amendment to the Zoning Ordinance which has been submitted to the Borough Council shall be as follows:
(1) 
A nonrefundable filing fee of $600, plus a deposit in the amount of $100 for the estimated cost of advertising and postage incidental thereto plus the deposit in the amount of $300 for the estimated stenographic costs incidental thereto. Any balance of the deposits remaining will be refunded to the petitioner, and costs in excess of the deposits will be charged to the petitioner. The total fee plus deposits equals $1,000.
D. 
Transcription of record. In the event of an appeal from a decision of the Zoning Hearing Board or the Borough Council, the cost of transcribing the record shall be paid by the person taking such appeal.

Stray animal pickup fee:
(1) 
Per animal/incident for animals not transported by Critter Catchers but held temporarily at either the holding pen at Lititz Borough PD and/or the LB Public Works Building: $20. The fee will be collected from the pet owner at the time of pickup.
(2) 
Effective January 1, 2012, The Borough of Lititz entered into a contract with Critter Catchers, Inc., Lititz, Pennsylvania (627-4108), for the transportation, care, and disposition of stray and/or found dogs located in the Borough of Lititz, Pennsylvania.
(3) 
Any dog found running at large inside the Borough will be subject to being picked up and transported by Critter Catchers, Inc. (627-4108), to a temporary holding facility located at the Northern Lancaster County Regional Police Department (NLCRPD) located 870 Durlach Road, Clay Township, Pennsylvania, for a period up to 48 hours. Critter Catchers and/or police will attempt to locate the dog's owners by reasonable means. Dog owners are expected to have their pets licensed through Lancaster County. If the owners cannot be located inside 48 hours, the animal will be transported to the Berks County Humane League. Owners of pets will be responsible to pay Critter Catchers according to the following fee structure (dogs will not be returned unless payment is received by Critter Catchers and/or other vendor):
(a) 
All work initiated between the hours of 6:00 a.m. and 8:00 p.m. shall be billable at a rate of $95 per dog.
(b) 
All work initiated between the hours of 8:01 p.m. and 5:59 a.m. shall be billable at a rate of $130 per dog.
(c) 
All work related to the exceptional circumstance requirement (injured animal requiring drug administration or care, and animals requiring actions to suppress aggressive or threatening behaviors) shall be provided in a separate detailed billing to the NLCRPD by the vendor for payment.
(4) 
In addition, pet (dog) owners will be sent a warning letter (first offense) by the Lititz Borough Police Department stating that their pet was found running at large; second and subsequent violations will require a summary nontraffic citation be filed through the local Magistrate for violation of Borough Ordinance C-453. Fines range up to $300 according to the number of offenses, plus related court/administrative costs.

The Borough adopts the following fee schedule with regard to information requests under the Act:[1]

Certification of a record: $5 per record. The certification fee does not include notarization fees.

Specialized documents (includes, but is not limited to, blueprints, color copies, nonstandard size documents): actual cost.

Conversion to paper: If the record is only maintained electronically or in other nonpaper media, duplication fees shall be limited to the lesser of the fee for duplication on paper or the fee for duplication in the original media unless the requester specifically requests for the record to be duplicated in the more expensive media.

To the extent that the Open Records Office subsequently amends its guidelines for covered agencies accessing fees under the Act and such amendments are not consistent with the fee schedule adopted by the Borough, the Borough's fee schedule related to the Act shall automatically amend to be consistent with the Open Records Office's amended guidelines.
