In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes named in § 174-36 of this article, the Emergency Management Coordinator or designee may declare a snow and/or ice emergency (designated in this article as a "snow emergency"). Information on the existence of a snow emergency may be given by the Township through radio, newspaper, website or other available media, and information on the termination of the emergency may be given by use of the same media.
After any snow emergency is declared, it shall be unlawful, at any time during the continuance of the snow emergency, for any person to park a motor vehicle or to allow that vehicle to remain parked anywhere on any snow emergency route designated in § 174-36 of this article.
All streets in the Township of Upper Southampton are designated
as snow emergency routes.
A.
Fines. If, at any time during a period of snow emergency declared under § 174-34 of this article, a person shall either park a motor vehicle or allow a motor vehicle to remain parked anywhere upon a snow emergency route, that person shall, upon conviction, be sentenced to pay a fine of not less than $100 or more than $300, plus the court costs. A police officer shall place a notice of violation on the motor vehicle or shall mail a notice of violation to the registered owner of the motor vehicle advising that the vehicle was parked in violation of this article. Each two-hour period that a violation continues shall be considered a separate violation punishable by further fines.

In the event that a person does not desire to contest the offense
charged, as set forth in the notice of violation, a person may remit
a fine of $300 to the Upper Southampton Township Police Department,
939 Street Road, Southampton, Pennsylvania, within five working days
of the notice of violation, and no further prosecution shall be brought.
If the Police Department has not received the payment of $300 within
said five-working-day period, a nontraffic citation will be issued,
and the person shall be subject to the fines set forth herein.

B.
Towing. Motor vehicles parked on a snow emergency route may be towed in the event that said motor vehicle interferes and/or hinders the snow and/or ice removal operations of the Township. In such event, the owner of the vehicle shall be responsible for all the costs and expenses whatsoever associated with the towing and shall be subject to the fines set forth in § 174-37A above.
