As used in this article, the following terms shall have the meanings indicated:
SNOW
Any precipitation depositing any accumulation on the streets, including snow, sleet, hail, ice and freezing rain.
SNOW EMERGENCY
That Township street, road and highway conditions are hazardous and dangerous to vehicular and pedestrian traffic and so declared by the Snow Emergency Coordinator or his/her designee.
SNOW EMERGENCY COORDINATOR
Any Township employee designated from time to time by the Board of Supervisors as the Snow Emergency Coordinator.
VEHICLES
All self-propelled motorized vehicles using Township streets, roads and highways (hereinafter collectively referred to as "Township streets"), excluding public transportation conveyances.
A. 
Snow emergency routes. All Township streets are hereby designated as snow emergency routes.
B. 
Declaration of snow emergency. When, in the opinion of the Snow Emergency Coordinator, the actual or an expected precipitation of snow will create hazardous or dangerous Township street conditions for vehicular or pedestrian traffic, he/she shall have authority to declare a snow emergency.
(1) 
Public notice. The Snow Emergency Coordinator shall immediately inform the public of the snow emergency by issuing a press release to the local radio, television and news services.
(2) 
Four-hour requirement. Such declaration of a snow emergency shall not go into effect until at least four hours after being announced, and shall remain in effect until terminated by the Township Manager, Snow Emergency Coordinator or their duly authorized designee.
C. 
Restrictions. Four hours after a snow emergency has been declared and during its existence:
(1) 
Parking on Township streets prohibited. No vehicle shall be parked on a Township street.
(2) 
Towing of vehicles authorized. Any vehicle parked, stalled, incapable of moving under its own power or left unattended upon any Township street may be removed or towed away to any other location by any member of the state police, the Township, or their designees. Any vehicle removed may be towed to and placed at any area designated by the Township Manager or by his/her duly authorized representative for impounding of vehicles. All costs for removal, towing, storage or parking of any vehicle removed under the provisions of this section shall be paid for by the owner of the vehicle and the vehicle shall remain impounded until all costs are paid. The registered owner of any said vehicle shall be notified of the fact of the removal and of the place to which said vehicle has been removed, and where he or she may obtain the same upon payment of any and all towing and storage charges. Neither the Township nor any of its officers or employees shall be held responsible for any damage to any vehicle occurring as a result of towing and/or storage of a vehicle parked in violation of this article.
No person or entity owning, controlling or occupying any property adjoining or fronting upon any Township street shall allow or permit snow or ice to be thrown or placed on Township streets after or during periods of snow. Fire hydrants shall not be covered with snow or ice.
Any person upon whose property a fire hydrant is located shall, within 12 hours of a snowfall, clean the fire hydrant of snow and ice.
A. 
Issuance of notices of violations. Any state police officer or other Township employee designated by the Township Manager shall place on motor vehicles/conveyances parked in violation a notice of said violation.
B. 
Form to be used. Notice of violation form:
(1) 
Content. Every notice of violation form shall contain the following information when available:
(a) 
Date and time of violation;
(b) 
Make and color of the vehicle;
(c) 
Location of violation;
(d) 
Type of violation;
(e) 
State of and registration number of the vehicle;
(f) 
Fine, additional penalties and address where to make payment; and
(g) 
Name and badge number of person issuing notice.
(2) 
Manner of posting. The notice of violation shall be attached to the driver's side of the windshield when practicable. In the case of a vehicle without a windshield, the notice of violation shall be affixed to a portion of the vehicle where the owner/operator would be likely to view it.
(3) 
Frequency of notice of violation. No person or vehicle shall be issued a subsequent notice of violation for the same offense unless a period of 12 hours has passed since the prior notice.
Any person who violates any provision of this article shall be subject to the following penalties:
A. 
First violation: upon conviction in a summary proceeding brought before a District Judge under the Pennsylvania Rules of Criminal Procedure, shall be guilty of a summary offense punishable by a fine of $50 or 30 days' imprisonment, or both.
B. 
Second violation: upon conviction in a summary proceeding brought before a District Judge under the Pennsylvania Rules of Criminal Procedure, shall be guilty of a summary offense punishable by a fine of $150 or 60 days' imprisonment, or both.
C. 
Third and each subsequent violation: upon conviction in a summary proceeding brought before a District Judge under the Pennsylvania Rules of Criminal Procedure, shall be guilty of a summary offense punishable by a fine of $300 or 90 days' imprisonment, or both.
D. 
Multiple violations. Each day or portion thereof that such violation continues or is permitted to continue shall constitute a separate offense, and each section of this article that is violated shall also constitute a separate offense.
