The purpose of this article is to clarify the
legislative basis for various traffic control signs and devices presently
situated and placed within streets comprising the area commonly known
as the "Colgate University campus." This article shall confirm the
placement and maintenance of such signs and devices by Colgate University
and with authority of the Village of Hamilton, in accordance with
the Vehicle and Traffic Law. This article is further enacted in response
to written request of Colgate University that such signs and devices
be placed and maintained by Colgate University and with the authority
of the Village of Hamilton.
The intersections identified at Schedule A,
below, are hereby designated as stop and yield intersections
as indicated, and placement of stop and yield signs thereat is hereby
ordered, directed and confirmed. Any person failing to stop or yield
at such posted intersections as directed shall be in violation of
the applicable provision(s) of the Vehicle and Traffic Law.
The areas or portions of highways identified
at Schedule B are designated for the maximum speeds indicated thereat,
and placement of speed limit signs for such areas or portions of highways
is hereby ordered, directed and confirmed. Any person driving at a
speed in excess of the posted speed shall be in violation of the applicable
provision(s) of the Vehicle and Traffic Law.
The placement of other traffic control devices
may be posted as deemed necessary to regulate, warn, or guide traffic.
Any person failing to observe such traffic control devices shall be
in violation of the applicable provision(s) of the Vehicle and Traffic
Law.
Signage authorized under this article shall
conform to the state manual and specifications, pursuant to Vehicle
and Traffic Law § 1682. Routine maintenance for the signage will
be performed as necessary by Colgate University.
