The provisions of this article shall apply in all instances within the Village except when operating, stopping or parking a vehicle in compliance with the directions of a police officer or official traffic control device.
It is unlawful and, unless otherwise declared in this chapter with respect to a particular offense, it is a traffic infraction for any person to do any act forbidden or fail to perform any act required by this chapter.
No person shall fail or refuse to comply with any lawful order or direction of any police officer or flagperson or other person duly empowered to regulate traffic.
The words and phrases used in this chapter shall, for the purposes of this chapter, have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York.
A. 
The Department of Public Works shall install and maintain traffic control devices, when and as required under the provisions of this chapter, to make effective the provisions of this chapter and may install and maintain such additional traffic control devices as deemed necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York, subject to the provisions of §§ 1682 and 1684 of that law.
B. 
Every person shall obey the instructions of any official traffic control device applicable to him/her placed in accordance with the provisions of this chapter, unless otherwise directed by a police officer, subject to the exceptions granted the driver of an authorized emergency vehicle.
For the purpose of maintaining an accurate record of all regulations adopted under the provisions of this chapter, there is hereby established a system of schedules, appearing as part of this Article IV of this chapter, in which shall be entered all regulations after adoption. Such schedules shall be deemed a part of the section to which they refer. All regulations shall be adopted with reference to the appropriate schedule as indicated in the various sections of this chapter. The Board of Trustees shall have, and hereby reserves to itself, the power to amend all the schedules in this chapter as deemed warranted by the passage of a resolution by the Board of Trustees. No public hearing shall be required to be held prior to the adoption of any such resolution by the Board of Trustees.
The maximum speed at which vehicles may proceed on or along any streets or highways within the Village is hereby established at 30 miles per hour, except that the speed limit for vehicles proceeding on or along those streets or parts of streets described in Schedule D (§ 160-49), attached to and made a part of this chapter, shall be as indicated in said schedule.
No person shall drive a vehicle at a speed in excess of that indicated in Schedule E (§ 160-50), attached to and made a part of this chapter, in the areas described in said schedule, during school days between the hours of 7:00 a.m. and 6:00 p.m.
Traffic control signals shall be installed and operated at the intersection of those streets described in Schedule F (§ 160-51), attached to and made a part of this chapter.
The streets or parts of streets described in Schedule G (§ 160-52), attached to and made a part of this chapter, are hereby designated as one-way streets in the direction indicated. No person shall drive a vehicle in a direction other than that designated by the sign postings.
No person shall make a turn of the kind designated (left, right, all) at any of the locations described in Schedule H (§ 160-53), attached to and made a part of this chapter.
No person shall make a right turn when facing a steady red signal (stop indication) at any of the locations described in Schedule I (§ 160-54), attached to and made a part of this chapter.
The intersections described in Schedule C (§ 160-48), attached to and made a part of this chapter, are hereby designated as stop intersections. Stop signs shall be installed as provided therein. No person shall enter upon or cross an intersection at which a stop sign is erected without first having brought the vehicle to a full stop at or close to the intersection. A person having stopped as directed by such a stop sign shall proceed with caution so as not to interfere with or endanger traffic.
The intersections described in Schedule J (§ 160-55), attached to and made a part of this chapter, are hereby designated as yield intersections. Yield signs shall be installed as provided therein. The driver of a vehicle approaching a yield sign, if required for safety to stop, shall stop prior to entering the intersection. All drivers entering a yield intersection shall do so with caution so as not to interfere with or endanger traffic.
A. 
No person shall operate or park or leave any motor vehicle upon any public sidewalk within the Village.
B. 
The term "motor vehicle" as used above includes but is not limited to automobiles, motorcycles, trucks, snowmobiles and any other motor-driven vehicle capable of carrying a human being and capable of speeds in excess of five miles per hour.

The restrictions and prohibitions relative to overnight parking as set forth in § 169-59 of this chapter shall not apply during the following time periods:
A. 
From Thursday of the weekend for Colgate University First Year Student arrival to the following Monday;
B. 
From Friday of the start of Family Weekend to the following Monday;
C. 
From Friday of the start of Commencement Weekend to the following Monday;
D. 
From Friday of the start of Reunion Weekend to the following Monday;
E. 
From Friday of the weekend prior to the Fourth of July to the following Monday.
No person shall park a motor vehicle of any type or kind at any time between the gutter and sidewalk or curb and sidewalk on any street within the Village.
No person shall park a vehicle on any street at any time in the Village without proper license plates displayed according to law.
Double parking is prohibited on any of the streets in the Village at any time.
No person shall park a vehicle within 15 feet, either side, of all intersections, unless otherwise designated herein.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule K (§ 160-56), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule L (§ 160-57), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule M (§ 160-58), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule N (§ 160-59) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule O (§ 160-60) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park any vehicle or allow the same to remain parked in any handicapped or special purpose parking zone established and specified in Schedule P (§ 160-61) at any time, unless a lawful handicapped permit or tag authorizing the use of the parking space is affixed to the vehicle in plain view.
No person shall park a vehicle for longer than the time limit shown in Schedule Q (§ 160-62) at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
The locations described in Schedule R (§ 160-63), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule S (§ 160-64), attached to and made a part of this chapter, are hereby designated as bus stops.

Every person convicted of a traffic infraction for a violation of any provision of this article which is not a violation of any provision of the Vehicle and Traffic Law of the State of New York shall, for a first conviction thereof, be punished by a fine of not more than $100 or by imprisonment for not more than 15 days, or by both such fine and imprisonment; for a second such conviction within 18 months thereafter, such person shall be punished by a fine of not more than $200 or by imprisonment for not more than 45 days, or by both such fine and imprisonment; upon a third or subsequent conviction within 18 months after the first conviction, such person shall be punished by a fine of not more than $300 or by imprisonment for not more than 90 days, or by both such fine and imprisonment.

A. 
Parking fines shall be as follows:
(1) 
Handicapped: $100.
(2) 
Blocking fire hydrant: $75.
(3) 
All others: $40.
B. 
The fines for all violations not paid or contested within 72 hours of the time of the violation (as determined by the postmark date for all submissions by mail) shall increase to an amount equal to the fine stated above plus an additional $25. The fines for all violations not paid or contested within seven days of the date of the violation shall increase again by an additional amount equal to the fine stated above plus an additional $50.
