The position of Village Administrator be and the same hereby is created.
A. 
The Village Administrator shall be appointed by the Mayor subject to the approval of the Board of Trustees.
B. 
The Village Administrator shall serve at the pleasure and discretion of the Mayor and the Board of Trustees.
The Village Administrator shall be paid a salary which shall, from time to time, be determined by the Board of Trustees.
The Village Administrator may be appointed to and hold the Village office of Clerk-Treasurer.
The duties of the Village Administrator shall include, but not be limited to:
A. 
Under the direction of the Mayor and Board of Trustees, performing administrative and related duties in the day-to-day operations of Village government.
B. 
Monitoring the financial condition of the Village and administering spending within the parameters of the adopted Village budget and preparing financial recommendations for the review of the Mayor and Board of Trustees when necessary.
C. 
Coordinating the planning of public works activities and preparing recommendations for the Mayor and Board of Trustees and assisting department heads in the scheduling of public works projects subject to approval of the Board of Trustees.
D. 
Dealing with the public regarding Village projects, the Village Code and other like matters, including the interpretation of all Village laws, ordinances, rules and regulations.
E. 
Assisting the Village Clerk-Treasurer in the preparation of all resolutions, proclamations and local laws under consideration by the Board of Trustees.
F. 
Evaluating or causing to be evaluated all insurance coverage and making recommendations to the Mayor and the Board of Trustees concerning the same when necessary.
G. 
Preparing the constitutional tax margin report, annual financial report and all other like reports required to be filed with the state or federal government.
H. 
Regulating and approving the purchase of all materials, supplies and equipment and the letting of contracts subject to the policies and budget appropriations established by the Board of Trustees.
I. 
Providing the Mayor and Board of Trustees with information, analysis or evaluations relevant to all matters of the Board's interest and preparing recommendations pertinent to said matters.
J. 
Investigating complaints of the Mayor and Board of Trustees concerning Village operations and services and reporting corrective measures taken or recommended.
K. 
Overseeing the fulfillment of provisions of contracts, licenses or permits granted to or by the Village or to which it is a party and recommending appropriate remedial action to the Board of Trustees in the event that commitments are not fulfilled.
L. 
Having the authority to call upon the employees and officials of the Village as may be required to assist in the performance of the tasks assigned herein.
M. 
Developing a Village Comprehensive Plan including provisions for an Asset Management Plan, a Downtown Revitalization Plan, and an Economic Development Plan; and to seek grant resources to assist in the funding of such plans; and to direct Village resources towards the attainment of the goals identified within such plans.
