This chapter shall be known and may be cited
as the "Public Conduct Law of the Village of Waterloo, New York."
No person or persons shall in any manner whatever
disturb, molest or interrupt any religious or church service; lawful
meeting, congregation or assembly, collection or gathering of persons;
or any school or teachers, pupils or scholars in any schoolhouse;
or any society or association; or any of the persons composing or
belonging to such meeting, congregation or assembly, collection or
gathering of persons, school, society or association while engaged
thereat or therewith or meeting therefor or going to or returning
therefrom.
No person shall throw or cast any stones or
other missiles, of any nature, from or to any street, lane or alley,
park, public place or enclosed grounds within the Village.

No person shall discharge any firearms, including
air guns, spring guns or other instrument or weapon in which the propelling
force is a spring or air, or any gun or instrument or weapon designed
to discharge blank cartridges or throw or explode any bomb, shell,
rocket, firecracker or other explosive in any street or public place
in the Village, except as may otherwise be permitted by the Board
of Trustees or in the performance of official duty.
No person shall hereafter enter into any portion
of the waterways within the Village of Waterloo, including ponds,
pools and creeks, but excepting publicly owned and supervised and
privately owned pools, for the purpose of swimming, bathing or wading.
No person shall enter upon and walk or skate
on ice covering the Barge Canal, or that area commonly known as the
"Seneca and Cayuga Canal," or the area commonly known as the "Tracey
Raceway," at any point within the Village of Waterloo, New York.

No person shall enter or remain upon the premises
in the Village of Waterloo commonly known as "Maplegrove Cemetery"
during the period of time between one hour after sunset and 30 minutes
before sunrise.

A. No person shall hereafter operate a skateboard:
(1)
In a reckless manner on any public street, roadway,
parking lot, pedestrian sidewalk, or any other public lands within
the Village of Waterloo.
(2)
On any and all business and manufacturing premises
without the permission and consent of the owner(s).
(3)
On Oak Island and Seneca Park (little league
field.
(4)
On Main Street from Oak Street to Clark Street.
(5)
On Virginia Street from William Street to East
Water Street.
B. "Reckless operation" shall mean any activity that
would constitute an inherent threat to the safety of the operator
or to any person or property.
C. In the case of a person who violates this section
and who is under the age of 16 years of age at the time of violation,
the person in loco parentis to such violator shall be liable for a
civil penalty payable to the Village of Waterloo in the amount of
$50, recoverable by the Village in an action at law.

Except as otherwise provided in this chapter, any violation of any provision of this chapter shall be punishable as provided in Chapter
1, General Provisions, §
1-6.
