The Whitehall Township Park and Recreation Board is hereby established as an advisory board to the administrative and legislative branches of Township government.

A. 
The Park and Recreation Board shall consist of eight members representing the following population centers:
(1) 
Allen Crest.
(2) 
Cementon.
(3) 
Egypt.
(4) 
Fullerton.
(5) 
Hokendauqua.
(6) 
Stiles.
(7) 
West Catasauqua.
(8) 
Schadt Avenue.
B. 
Said members shall be the Chairpersons of the following respective playground associations, or their designates, duly appointed by the Board of Commissioners, with the approval of the Mayor:

(1) 
Allen Crest Playground Association.
(2) 
Cementon Athletic Association.
(3) 
Egypt Memorial Playground Association.
(4) 
Fullerton Memorial Community Center, Inc.
(5) 
Hokendauqua Playground Association.
(6) 
Stiles Playground Association.
(7) 
West Catasauqua Playground Association.
(8) 
Schadt Avenue Playground Association.
C. 
The Chief of the Bureau of Parks and Recreation shall be an ex officio member of the Park and Recreation Board.
D. 
A duly-appointed member who is unable to attend a regular monthly meeting of the Park and Recreation Board may designate a substitute from his or her respective playground association to attend said meeting on behalf of the absent delegate. Such a substitute shall exercise the duties and powers of the corresponding, regular Board member at the specific meeting which the substitute is authorized to attend. Proof of any substitute authorization shall be entered into the Park and Recreation Board minutes before approval of the minutes of the meeting attended by a substitute.
The duties and responsibilities of the Board shall be:
A. 
To formulate rules of procedures to conform with this article.
B. 
To conduct its regular business meetings in the Township Municipal Building and to assure that all meetings are open to the public.
C. 
To serve as an advisory group to the Township Board of Commissioners and the Mayor in matters relative to the Township recreation program and its citizens leisure time needs.

D. 
To assure that the administrative and legislative branches of Township government are constantly apprised of the respective associations' proceedings; to this end, the Board shall maintain records of its proceedings and of community recreational needs.
E. 
To provide the Township Department of Operations with annual proposed association budgets and anticipated programs.
