A. 
This article provides regulations for sick leave, family funeral leave, holidays, vacations, personal days, leaves of absence, other compensated leave and other fringe benefits (Articles XXIX through XXXIV) for all nonunion and management Township employees whose employment is not subject to any collective bargaining agreement, which shall include all male or female salaried employees, except elected officials, on the active payroll of Whitehall Township, in addition to and including all regularly employed laborers and all special or substitute employees in the Police Department and Fire Department.
B. 
Sick leave, family funeral leave, holidays, vacations, personal days, leaves of absence, other compensated leave and other fringe benefits for those Township employees whose employment is subject to and governed by a collective bargaining agreement shall be regulated by, described by and limited to the provisions of that collective bargaining agreement. Any provisions outlined below which are not addressed in their collective bargaining agreement shall apply to all full-time employees.
C. 
Article XXXVI, "Personnel Rules and Regulations," shall apply to and govern the employment of all Township employees, including all male and female employees on the active payroll of Whitehall Township, regardless of the status, length or type of employment, excepting only elected officials and those employees which are expressly excluded by the terms of their collective bargaining agreement with the Township.
