A. 
A violation of any provision of this chapter and/or any rule or regulation promulgated pursuant to this chapter shall constitute disorderly conduct, and a person violating any provision of this chapter, or of said rules and/or regulations promulgated pursuant thereto, shall, upon conviction thereof, be fined not less than $25 nor more than $250. Each day a violation continues shall constitute a separate and distinct offense.
B. 
Whenever any person or persons has incurred any fine or penalty under the provisions of these rules, requirements and regulations, it shall be held to mean the sum designated, and the penalties and fines herein referred to shall be in addition to any civil remedy which the Village of Montgomery, New York, might have in an action of law against the party or parties offending.
