(a) 
No person shall park a commercial vehicle, whether attended or unattended, on any street or public place between 9:00 p.m. and 6:00 a.m.
(b) 
As used herein, "commercial vehicle" shall mean a motor vehicle designed for and adapted to commercial purposes, regardless of the use of such vehicle at any particular time. Commercial vehicles shall include but not be limited to a truck, truck and trailer, trailer, truck-tractor, bus or recreational vehicle. A vehicle bearing a commercial legend, name or other form of advertising on its body and/or displaying commercial plates shall be deemed to be a commercial vehicle. Excluded from this definition is any writing which identifies the manufacturer of the vehicle or the model of the vehicle or lawful license plates or any writing which depicts the lessor of the vehicle.

No person or vehicle shall stand or be parked for the purpose of displaying or selling wares, merchandise or services on any public or private property within a distance of 500 feet of the nearest public, parochial or private schoolgrounds in the Township during school hours. "School hours" shall mean any time between 8:00 a.m. and 4:00 p.m. on days when school is in session. These provisions shall not apply to the northwest side of the Teaneck High School.

(a) 
It is the purpose and intent of this section, in the interests of public safety and the general welfare of the Township, to allow plowing and/or removal of snow from the streets of the Township, from curb to curb, if reasonably possible under the circumstances and if the necessary equipment and personnel are available.
(b) 
Parking of any vehicle on any portion of a public street is prohibited whenever snow is falling and the accumulation is such that it covers the public streets in the Township and plowing is required, except in those locations set forth as follows:

NOTE: All existing parking restrictions for the above locations remain in effect during the period of snow emergency.
(c) 
Said parking prohibition shall remain in effect after the snow has ceased and until the streets in the Township have been plowed sufficiently and to the extent that parking on them will not interfere with the normal flow of traffic and the snow removal process.
(d) 
As used in this section, the term "snow" shall mean any precipitation depositing any accumulation on the public streets of the Township requiring plowing, including, without limitation, snow, sleet, hail or ice.
(e) 
Regulatory and warning signs in accordance with N.J.S.A. 39:4-198 shall be erected and maintained at all street entrances for motor vehicles to the Township. Signs for exempt streets shall be posted as required.
(f) 
Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any police officer may issue a summons and provide for the removal of such vehicle. The owner of such vehicle shall pay the prevailing cost of the removal and storage which may result from such removal before regaining possession of such vehicle.
(g) 
Handicapped parking spaces shall be exempt from the provisions of this section.
(h) 
All hourly limits and meter fees in municipal parking lots in the Township shall be waived for a period commencing six hours before a snowfall is predicted until 24 hours after snow has ceased to fall.

Any person convicted of violating § 36-10.1 hereof shall be subject to a fine as follows:
(a) 
For the first offense: a fine not exceeding $100.
(b) 
For a second offense: a fine not exceeding $200 but not less than $100.
(c) 
For a third or subsequent offense: a fine not exceeding $300 but not less than $100.

If any vehicle is parked in violation of this chapter, it shall be lawful for the Chief of Police, through his duly authorized officers, agents or employees, to have such vehicle towed away and stored in a parking facility designated by the Chief of Police. The owner or operator of any such vehicle so removed may regain the possession thereof upon payment of the reasonable cost of such towing. Upon such removal of such vehicle from the Township streets, the Police Department shall, as soon as possible, notify the owner of such removal by either certified or registered mail.

(a) 
Residents of the Township of Teaneck may annually make application to the Township Clerk for the issuance of resident decals upon payment of an application fee for a resident parking decal in an amount as set forth in Appendix III, Fees and Charges for Certain Township Services, of Chapter 2 of this Code per calendar year or part thereof per each vehicle. A decal issued pursuant to this section shall expire at 11:59 p.m. on December 31 of the year in which issued.

(b) 
One decal shall be issued for each vehicle owned or operated by such resident and registered in the Township of Teaneck. Decals shall not be transferable except as follows:
(1) 
Should a permitted vehicle become temporarily disabled, the decal may be returned to the Township Clerk, who may then issue a temporary emergency decal for a substitute vehicle.
(2) 
Decals may be transferred during the period for which valid to another motor vehicle acquired by the applicant. The holder of the decal is required to remove the existing decal and return same to the Township Clerk as a condition precedent to the issuance of a decal to the substituted vehicle.
(3) 
In addition to the resident parking decals issued hereunder, a resident issued a resident parking decal may obtain a visitor's parking pass upon payment of a fee in an amount as set forth in Appendix III, Fees and Charges for Certain Township Services, of Chapter 2 of this Code for each such visitor's parking pass, which shall entitle the holder thereof to park on the portions of the streets designated in § 36-11.5 on the date indicated on said parking pass. Each parking pass shall be issued for a twenty-four-hour period commencing 9:00 a.m. on the date indicated on the parking pass and expiring at 9:00 a.m. on the following day. The visitor's parking pass shall be displayed on the dashboard of the vehicle while such vehicle is parked.

(c) 
At the time of application, residents shall be required to produce a valid driver's license, proof of residency and current vehicle registration certificate for each such vehicle owned by the applicant or other suitable evidence that the vehicle is operated by the applicant or a member of the applicant's immediate family residing with the applicant within the Township of Teaneck. The Township Clerk shall keep a record of all decals issued by number; date of issuance; name and address of person to whom issued; and motor vehicle registration information.
(d) 
Decals shall be displayed in the lower left corner of the rear window or the rearview mirror. The decal issued pursuant to this chapter constitutes a license to park the vehicle for which it is issued on the streets designated in § 36-11.5 but it does not represent a guarantee or assurance of an available space.

(e) 
The Township Council may, by resolution, establish additional rules and regulations respecting the issuance of such decals.
(f) 
It shall be the responsibility of the person to whom the decal was issued to remove it from the vehicle and, regardless of condition, surrender it to the Township Clerk when the conditions under which the permit was issued no longer exist. Failure to do so will be a violation of this chapter.
(g) 
Any fraud, misrepresentation or false statement in an application filed pursuant to this section, or any other violation of this section, shall be subject to a penalty of not more than $50 and shall disqualify the applicant from applying for new decals in the two years following the year in which a violation has occurred.

(a) 
Residents of the Township of Teaneck and nonresidents may annually make application to the Township Clerk for the issuance of restricted commuter decal permits upon payment of the applicable application fee.
(b) 
Vehicles properly displaying the current Township-issued resident or nonresident restricted commuter decal shall be permitted to park in any legal parking space designated in § 11-36.1 where restricted commuter decal parking is permitted, Monday through Friday, except holidays, 5:00 a.m. to 8:00 p.m.

(c) 
Decals shall be displayed in the lower left corner of the rear window or the rearview mirror, as determined by the Municipal Manager. The decal issued pursuant to this section constitutes a license to park the vehicle for which it is issued in any legal parking space designated in § 11-36.1, but it does not represent a guarantee or assurance of available space. The Township Council shall set the standards for the issuance of the restricted commuter decals by adoption of a resolution from time to time.

(d) 
A decal shall be vehicle-specific.
(e) 
Application procedure; recordkeeping.
(1) 
Applications for decals shall be made at the office of the Township Clerk.
(2) 
At the time of application, residents applying for a resident-restricted commuter decal permit shall be required to produce a valid driver's license, proof of residency and current vehicle registration certificate for each such vehicle owned by the applicant or other suitable evidence that the vehicle is operated by the applicant or a member of the applicant's immediate family residing with the applicant within the Township of Teaneck.
(3) 
At the time of application, nonresidents applying for a nonresident restricted commuter parking decal permit shall be required to produce a valid driver's license, proof of residency and current vehicle registration certificate for each such vehicle owned by the applicant or other suitable evidence that the vehicle is operated by the applicant or a member of the applicant's immediate family residing with the applicant.
(4) 
The Township Clerk shall keep a record of all decals issued by number; date of issuance; name, telephone number and address of person to whom issued; and motor vehicle registration information for the specific vehicle.
(f) 
Fee.

(1) 
The annual fee for each resident restricted commuter decal shall be in an amount as prescribed in Chapter 2, Charter/Administrative Code, Appendix III, Fees and Charges for Certain Township Services, and paid with the application and shall not be subject to proration.
(2) 
The annual fee for each nonresident restricted commuter decal shall be in an amount as prescribed in Chapter 2, Charter/Administrative Code, Appendix III, Fees and Charges for Certain Township Services, and paid with the application and shall not be subject to proration.
(g) 
Term. A decal issued pursuant to this section shall expire at 11:59 p.m. on December 31 of the year in which issued.
(h) 
Transfers.
(1)

Failure to do so will be a violation of this chapter.
(j) 
Penalties for violations of this § 36-11.4. Any fraud, misrepresentation or false statement in an application filed pursuant to this section, or any other violation of this section, shall be subject to a penalty of not more than $100 and shall disqualify the applicant from applying for new decals in the two years following the year in which a violation has occurred.

(a) 
Except as otherwise provided herein or except where the stopping, standing or parking of any vehicle is otherwise prohibited by statute, no person shall park a vehicle in the following places longer than two hours between the hours of 8:00 a.m. and 4:00 p.m., Mondays through Fridays, except holidays, without first obtaining and displaying a restricted commuter parking permit decal therefor. Notwithstanding the foregoing restrictions, students, employees, and contracted staff of the Teaneck Board of Education may annually make application for the issuance of a restricted commuter parking permit decal, without fee, provided that, at the time of application, such applicants shall be required to produce a valid driver's license, proof of residency, a current vehicle registration certificate for each such vehicle owned or operated by the applicant, and suitable proof that the applicant is either a student, employee or contracted staff of the Teaneck Board of Education.
