The Township Manager is hereby designated as the Township official
to administer the Act[1], in accordance with the procedures promulgated by the
Department of Community Affairs pursuant to N.J.A.C. 5:24-2.1 et seq.

(a)
There is hereby established an Appeals Board, to be known as the
"Protected Tenancy Appeals Board," to hear appeals from decisions
made by the Township Manager in administering the Act.
(b)
Said Board shall consist of three members who are residents of the
Township of Teaneck, to be appointed by the Township Council. An alternate
member may also be appointed by the Council. Said members shall serve
for a period of three years. A vacancy occurring other than by expiration
of term shall be filled by the Township Council for the unexpired
term only.
(c)
The Board shall elect a Chairman and a Vice Chairman to serve when
the Chairman is absent and shall adopt bylaws setting forth procedures
and rules and regulations as may be necessary to carry into effect
the purposes and powers of the Board, under the guidelines promulgated
by the Department of Community Affairs.

Any person who feels aggrieved by a determination made by the
Township Manager may appeal that determination to the Appeals Board,
using the forms and procedures prescribed by the Department of Community
Affairs. Decisions of the Appeals Board may be appealed to the Superior
Court of New Jersey.
