No person shall dump or deposit or permit to be dumped or deposited upon or in the right-of-way of any town, county or state highway within the Town of Johnstown any material or substance of any kind or nature.
No person shall operate or cause to be operated upon any highway within the confines of the Town of Johnstown a vehicle of any kind unless such vehicle is so constructed and covered as to prevent the contents thereof from being windblown or deposited upon the public highways of the town or upon private or public property adjacent to such highways.

No person shall throw, deposit or dispose of litter, garbage, refuse or any other waste material on any private property within the town, whether occupied or vacant and whether owned by such person or not.

Any person violating any of the provisions of this chapter shall be guilty of a violation punishable by a fine of not less than $100 and not more than $500 for an individual or $5,000 for a firm, partnership or corporation or by imprisonment for not more than 10 days, or by both such fine and imprisonment.
As used in this chapter, the following terms shall have the meanings indicated:
PERSON
Includes an individual, firm, partnership or corporation.
