A. 
Whenever a dog has bitten a person, no person shall own, keep or harbor said dog unless said dog is securely confined or muzzled.
B. 
Confinement may be by fence, rope, chain, leash or building.
C. 
It shall be a defense to an alleged violation of this section if the defendant shows by a preponderance of evidence that at the time of the alleged offense the defendant was not aware and upon reasonable investigation would not have become aware that the dog in question had earlier bitten a person.
A. 
No person who owns, keeps or harbors any dog shall permit said dog to do any of the following:
(1) 
Habitually bark, howl or cry.
(2) 
Chase any vehicle upon any public streets.
(3) 
Damage any lawn, shrubbery, flower or grounds of another person.
(4) 
Molest any person.
(5) 
Physically injure or physically endanger any other person.
B. 
It shall be a defense to any alleged violation of this section if the defendant shows by a preponderance of evidence that at the time of the alleged offenses the defendant was not aware and upon reasonable investigation would not have become aware that the dog in question had committed the same kind of act on a prior occasion and he or she has taken reasonable measures to prevent said dog from acting in a similar manner in the future.
No person who owns, keeps or harbors any dog shall permit said dog to run at large or to come into contact with another dog except under a reasonable and controlled breeding situation.
A. 
Any person owning or being in charge of any dog which soils, defiles or defecates on any public property or private property not owned or leased by the person owning or being in control of said dog shall immediately and in a sanitary manner remove all feces deposited by said dog.
B. 
Any feces shall be disposed of in a sealed nonabsorbent leakproof container.
The provisions of § 88-10 of this article shall not apply to blind persons who use the dogs as guides.

Any person who violates any provision of this article shall, upon conviction thereof, be liable for a penalty of not more than $1,000 and costs of prosecution, and in default of payment thereof, to undergo imprisonment for not more than 30 days.
