No person who owns, keeps or harbors any dog shall permit said
dog to run at large or to come into contact with another dog except
under a reasonable and controlled breeding situation.
The provisions of §
88-10 of this article shall not apply to blind persons who use the dogs as guides.

Any person who violates any provision of this article shall,
upon conviction thereof, be liable for a penalty of not more than
$1,000 and costs of prosecution, and in default of payment thereof,
to undergo imprisonment for not more than 30 days.
