It shall be unlawful for any person, firm or corporation to violate any provision in this article or to cause, permit or suffer any such violation to be committed. Any such person, firm or corporation shall be deemed guilty of a summary offense and, upon conviction thereof, shall be sentenced to pay a fine of not less than $200 or more than $1,000 plus costs, and in default of payment of such fine and costs, to a term of imprisonment not to exceed 30 days. Each day during which a violation occurs shall constitute a separate offense.

There is hereby adopted by the Borough of Towanda, County of Bradford and Commonwealth of Pennsylvania, for the purpose of establishing rules and regulations for the maintenance and occupancy of all buildings within the Borough of Towanda, that certain model code marked and designated as the "2009 International Property Maintenance Code," published by the International Code Council, Inc., and the whole thereof, save and except such portions as are hereinafter deleted, modified or amended, and of which not less than three copies have been and now are filed in the office of the Secretary of the Borough of Towanda, Bradford County, Pennsylvania, and the same hereby is adopted and incorporated as fully as if set out at length herein, and from and after the date of the passage and publication of this article, the provisions thereof shall be controlling in the maintenance and occupancy of all buildings contained within the corporate limits of the Borough of Towanda, and shall be known as the "Towanda Property Maintenance Code." It is the intent of this article that all future additions and revisions of the 2009 International Property Maintenance Code shall be deemed to have been adopted by reference by the Council of the Borough of Towanda as soon as the same shall be published.[1]
