As used in this article, the following terms shall have the
meanings indicated:
VEHICLE
Includes equestrian and motor vehicles and every vehicle
on wheels or runners, except baby carriages.
No vehicles shall proceed at any time at a greater speed than
is safe and proper under all conditions and circumstances, including
location, grade, obstructions, traffic and any other condition that
makes fast speed dangerous.
All vehicles, except when passing a vehicle standing or going
in the same direction, shall keep to the right and as near to the
right curb as is practicable and, when moving slowly, shall keep as
closely as is practicable to the right curb so as to allow faster
moving vehicles free passage to the left. When meeting another vehicle
going in the opposite direction, vehicles shall pass to the right
and when meeting another vehicle going in the same direction, vehicles
desiring to move faster shall pass to the left of the overtaken vehicle
and shall not move over to the right until entirely clear of all vehicles
passed and so far ahead of them as not to interfere with their progress.
A vehicle turning to the right into another street shall turn the
corner as near the right curb as is practicable and when turning to
the left into another street shall pass to the right of and beyond
the center of the street intersection before turning. In turning while
in motion or in starting to turn from a standstill, a signal shall
be given by raising the whip or hand indicating with it the direction
to which the turn is to be made.

No vehicle shall stop except with the right side parallel with
and as close to the curb on that side of the street as is practicable,
but this shall not apply to beast-drawn loaded vehicles, which may
face either way and stop for a sufficient time reasonable to load
or unload. Unless in an emergency or to allow another vehicle or pedestrian
to cross its path, no vehicle shall stop in any public street or highway
of this Borough except near the right curb thereof and so as not to
obstruct a crossing, but this provision as to stopping at the right
curb shall apply only to the paved streets, Bridge Street from Main
Street to Second Street and Pine, Court, Park and State Streets each
from Railroad or Merrill Parkway to Main Street.
The drivers of all vehicles drawn by horses or other animals,
while unloading or loading produce, freight, drayage or other materials
or property at any point on Main Street from Franklin Street to Mix
Avenue and on Bridge Street from Main Street to the river bridge,
may, for an absolutely necessary period of time, back vehicles to
the curb, but also while delaying to load or unload or waiting for
any reason, shall turn the animals of draft to the side so as to stand
as nearly as possible parallel with the curb.
No motor car or motorcycle shall be operated at any time within
the Borough of Towanda without at all times keeping the exhaust muffled.
No automobile or motor vehicle shall operate or be upon any
of the public streets of the Borough without the lights being dimmed
so that the same shall not be glaring and blinding to the public and
interfere with the safety of travel.
No person shall grab or board any moving vehicle upon the public
streets without the consent of the owner or operator.
Police and fire departments vehicles and United States mail
vehicles and ambulances shall have the right-of-way through any street
and through any procession, and the driver of any vehicles, on the
approach of any such, shall immediately give and draw said vehicle
as near as practicable to the right curb and parallel thereto, and
bring it to a standstill, if necessary, until said special traveller
has passed or shall otherwise move and get out of the way, so as to
give such free pass.
The Police Department of the Borough shall control all traffic
in the busy portion of the streets and highways not inconsistent herewith,
and all vehicles within the Borough shall start or stop immediately
upon proper signal given by any police officer.

Upon conviction before a Magisterial District Judge having jurisdiction
over the Borough, any person, natural or artificial, who violates
any provision of this article relating to parking shall be guilty
of a summary offense and be sentenced to pay a fine of $15 plus costs
of prosecution for each offense and, in default of payment thereof,
shall undergo imprisonment in the Bradford County Prison for a period
determined under the provisions of the Pennsylvania Motor Vehicle
Code. If, within 48 hours following the placement of an appropriate
notice on a vehicle parked in violation of this article, the form
of which notice shall be prescribed by the Mayor of the Borough, any
person shall remit to the Borough the sum of $15 as a penalty in lieu
of fines and costs as authorized by the Motor Vehicle Code, such person
shall not be prosecuted before the Magisterial District Judge for
any parking violation under this article.
When this article shall have been duly passed and published,
the Secretary of the Borough may cause the same to be printed in folders
to the number of 500 and have the same liberally distributed for the
information of the public, but this provision is simply permissive.
