The Township Committee shall appoint a Building Inspector to
serve for a term of one year. Prior to his/her appointment, he/she
shall be qualified by training and experience in the duties of a Building
Inspector.
The Building Inspector of the Township shall have the following
powers and duties in addition to duties specifically assigned to him/her
from time to time. The Building Inspector shall:
A. Enforce the provisions of the building code and of all other ordinances
of the Township and laws of the state relative to the construction,
maintenance, use or demolition of buildings and appurtenances thereto;
B. He/she shall attend the regular monthly meetings of the Township
Committee, the Planning Board and the Board of Adjustment. He/she
shall submit in writing to the Township Committee at the regular meeting
thereof each month a report giving the number and the nature of all
permits issued by him/her under the terms hereof during the preceding
month. This shall include an itemized statement of all fees received
by him/her during the preceding month which fees are to be paid by
him/her to the Township Chief Financial Officer and a receipt to the
Township Committee as may from time to time be required by the Committee;
C. Promptly examine all applications for permits and all plans, drawings
and specifications submitted to him/her in connection therewith and
shall, upon payment of the required fee, promptly issue all permits
for work supposed to be done and shown to comply with all applicable
codes, ordinances, regulations and state laws;
D. From time to time, inspect all work being done under any permit issued
by him/her and revoke any such permit when the work covered thereby
shall not be prosecuted in accordance with the terms of the permit
and the approved plans and specifications, and he/she shall likewise
revoke forthwith any permit issued by him/her when the work is prosecuted
in violation of any of the terms or provisions of the Building Code
or any other ordinance of the Township or in violation of the laws
of the state of New Jersey. Revocation shall be subject to appeal;
E. From time to time, as in his/her judgment occasion may require, inspect
any building or structure of any kind whatsoever, the safety of which
may appear to him/her to be doubtful, or the continued use of which
may appear to be dangerous to persons using or occupying the same,
and require the owner of such building or structure to make such changes
and take such precautions in and about the same as may be required
by law or by ordinance or as he/she may deem advisable for the safety
of persons using or occupying same; and he/she shall, where he/she
may deem it necessary in the interest of such buildings or structures,
direct;
F. Keep safely and in an orderly manner all applications for permits,
together with all plans and specifications accompanying the same,
and copies of all permits and notices issued by him/her, all such
applications, plans, specifications, and copies of permits and notices
shall be open to public inspection during established business hours;
G. The Building Inspector will inspect all buildings in accordance with
the following schedule:
(1) Prior to the pouring of footings and slabs. The Building Inspector
must be notified by the owner or contractor when said footing or slab
is ready to be poured;
(2) When house is framed and sheathed;
(3) When interior is finished;
(4) Final inspection for certificate of occupancy.
H. In addition to his/her other duties, the Building Inspector shall
be responsible for the repair and maintenance of all public buildings
and grounds.
A qualified person shall be appointed Assistant Building Inspector
and Assistant Zoning Officer in and for the Township. The term of
office shall be for one year, from January 1 and until a successor
shall be appointed and qualified. He or she shall be appointed by
the Township Committee. The duties shall be designated by the Building
Inspector.
