1. 
It is the intention of Council to comply with ORS regulations by providing a procedure for hearing and resolving complaints relating to alleged discrimination against the handicapped in the use of Borough facilities.
2. 
The following procedures were established, effective January 1, 1985:
A. 
Any person believing that, by reason of a handicap, he has been excluded from participation in any municipal function shall file, in writing, with the Borough Manager, 15-35 N. Second Street, Box 727, Quakertown, PA 18951, the nature of the complaint with a brief description of the alleged violation.
B. 
The complaint shall be filed within 10 days after complainant has become aware of the violation.
C. 
The Manager shall, within 10 days of receipt of the complaint, investigate the allegation and give all interested parties or their representatives an opportunity to be heard and present any evidence.
D. 
Within five days of conclusion of the investigation, the Manager shall notify the complainant in writing of the determination of the complaint and what corrective action will be taken.
E. 
If resolution of the problem is not satisfactory, complainant may within five days of receiving written determination from the Manager verbally, or in writing, request reconsideration of the complaint.
F. 
Upon receipt of request for reconsideration, the Manager shall forward copies of all correspondence and evidence to all members of Council for consideration by Council as a whole.
G. 
Within 30 days after receipt of the request for reconsideration, Council shall schedule a hearing with complainant or his representative and within 10 days of such hearing shall notify complainant, in writing, of the determination of the complaint.
