The boundary limits of the Borough of Walnutport are hereby established as a zone in which motor vehicles may remain standing without lights, and all highways within such boundary limits are hereby designated as highways where motor vehicles may remain standing without lights.

A. 
Wherever a particular parking space shall be lined or marked off on any street or alley or upon the adjacent curb, every vehicle parked shall be parked within the lines marking such parking space; and all vehicles parked on streets or alleys within the Borough of Walnutport, whether parking spaces are marked or not, shall be parked only in the direction of the permitted traffic flow.
B. 
Parking shall be prohibited at all times in any manner by any vehicle which in any way will block the intersection of any street with another street, any intersection of a street with any alley; so as to block the entrance or exit from any alley; at any point within the painted line area marking the permissible distance to park from any intersection; in any area where erected signs or painted lines indicate a "No Parking" area; in any manner so as to block any public driveway or access way to a parking lot or parking facility or other facility of the Borough of Walnutport; or so as to block any loading area, or loading dock, or any area the obvious nature of which is the loading or unloading of raw materials, or semifinished products, or finished products at any industrial or commercial establishment within the bounds of the Borough of Walnutport.

B. 
Any person convicted of violating this section shall be sentenced to pay a fine of not more than $300 or be sentenced to serve in the Northampton County Prison for a period of not more than 90 days.
Unless specifically permitted by law or ordinance, it shall be unlawful to park any vehicle upon any highway in the Borough, or to allow the same to be parked, for any commercial purpose, or for the sale or exhibition of any goods, wares or merchandise, or for the storing of the vehicle itself or of any property therein, or for any commercial purpose wherein the parking of the vehicle becomes a means whereby the transaction is affected or effected. Provided: nothing herein shall apply to the local delivery of goods, wares or merchandise or the loading or unloading thereof.

Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine of not more than $50 and costs. Provided: it shall be the duty of the police officers and of parking enforcement personnel of the Borough to report to the Mayor all violations of any provision of this article, indicating, in each case, the section thereof violated; the license number of the vehicle involved in such violation; the location where such violation took place; and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall attach to or place upon every such vehicle a notice stating that such vehicle was parked in violation of this article. The notice shall contain instructions to the owner or driver of the vehicle that if he will report to the office of the Chief of Police and pay the sum of $20, within seven days after the time of the notice, or if he shall place the sum of $20, enclosed within the envelope provided, in any of the special parking fine boxes installed at various locations within the Borough, that act will save the violator from prosecution and from payment of the fine and costs prescribed in the first sentence of this section.

A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
NONMOTORIZED VEHICLE
Any boat trailer or other transportable device mounted on wheels and not normally self-propelled.
RECREATIONAL VEHICLE
Includes, but is not limited to, a camper or mobile home, snowmobile/ATV, three- and four-wheelers used for traveling and recreational activities.
B. 
Prohibited parking. The parking of nonmotorized vehicles and recreational vehicles on all streets and alleys in the Borough of Walnutport shall be prohibited at all times except while loading or unloading.
C. 
Penalty. Any person, firm or corporation violating this section shall, for the first offense, be given a written warning. Any subsequent violation by any person, firm or corporation of this section, after having been given written warning upon the first violation, shall upon conviction thereof before a Magisterial District Judge be liable to pay a fine of $300 together with the cost of prosecution for each offense and, in default of payment thereof, shall be sentenced to undergo imprisonment for a period not to exceed 10 days.
D. 
Repeat offenders. The Borough is only required to send one notice of violation within a six-month period. The notice shall notify an owner that this is the only notice that will be sent to an owner. Additional notices will not be sent for a second or subsequent violation of this section. The notice shall inform the owner that the Borough shall have the right to proceed directly to the Magistrate without further notice for any second or subsequent violation during said six-month period.

A. 
Establishment of ten-minute loading/unloading zones.
(1) 
There shall be a ten-minute loading and unloading zone on the north side of Main Street beginning 32 feet east of the intersection of Main Street and Canal Street and continuing for 20 feet.
(2) 
Penalty. Any person, firm or corporation violating this subsection shall, upon conviction thereof before a Magisterial District Judge, be liable to pay a fine of not more than $300 together with costs of the prosecution for each offense and, in default of payment thereof, shall be sentenced to undergo imprisonment for a period not to exceed 10 days.
B. 
Establishment of fifteen-minute loading/unloading zones.

(1) 
Two fifteen-minute loading zone parking spaces are hereby created on the west side of Railroad Street. The parking spaces shall begin at the northerly edge of the driveway for 27 Main Street, running north to the intersection of Railroad Street and Bakers Alley. The loading zone shall be from 7:00 a.m. to 12:00 noon. The Borough shall erect the appropriate fifteen-minute loading zone parking signs.
(2) 
Any person convicted of violating this subsection shall be sentences to pay a fine in accordance with the Pennsylvania Motor Vehicle Code.

A. 
At the request of any handicapped person, the Borough Council, by motion, may authorize the erection on a Borough street, as close as possible to their place of residence, a sign or signs indicating that that place is reserved for a handicapped person. At the discretion of the Borough Council, it may, by motion, remove any signs erected pursuant to this section at any time.
B. 
The Borough may, at its discretion, set up guidelines by resolution, which at its discretion, may be changed, or deviated from at anytime to regulate the granting of parking spaces for handicapped persons as set forth in Subsection A of this section.
C. 
Any unauthorized person parking in spaces established pursuant to Subsection A of this section shall be guilty of a summary offense and pay a fine of $15.
