A. 
There shall be established a Technical Coordinating Committee consisting of the following Township officials: the Mayor, the Township Engineer, Chair of the Land Use Board, the Township Planning Consultant, the Attorney for the Land Use Board and, at the option of the Chair of the Land Use Board, the Environmental Commission Chairman and/or the Township Attorney.

B. 
The Chair of the Land Use Board may request, on a temporary basis or for a specific application, other municipal officials, representatives of other governmental agencies or citizens of the Township to sit on the Technical Coordinating Committee. The Chair of the Land Use Board may appoint on a temporary basis or for a specific application any member of the Land Use Board, provided no Technical Coordinating Committee shall comprise a majority of any board that could result in the Sunshine Law[1] being applicable to such Committee.

A. 
The Technical Coordinating Committee shall:

(1) 
Review concepts and designs for development applications proposed by prospective applicants.
(2) 
Give nonbinding comments regarding any proposed development application and suggest any concerns about such application as may arise in the course of review.
(3) 
Meet with applicants to discuss technical aspects of any proposed site development application, including but not limited to parking and circulation, lighting, signs, landscaping, drainage, building location, design and use. Any such discussion shall be considered only as suggestion and shall not in any event be binding on any board or commission of the Township.
(4) 
Recommend to any prospective applicant appropriate action on any specific development application.
(5) 
Provide any other comments in connection with the above as may be appropriate.
B. 
The TCC shall not have the power to make any decisions which may be binding on the Township or any board or commission.
A person seeking to meet with the Technical Coordinating Committee shall make a written request briefly describing the proposed concept or design and pay a deposit in the amount of $600. Of this amount, the sum of $400 shall be held in escrow pursuant to N.J.S.A. 40:55D-53.2 and this Code. The sum of $400 shall represent payment for one hour's time for each of the Township's professionals appearing at the requested meeting. The person requesting the meeting shall be liable for any and all professional fees accruing above and beyond the sum of $400.[1]
