Whenever any lumber, brick, mortar, or other materials used in building shall necessarily be left out overnight in any of the streets of the City, the owner or person in charge thereof shall place over or near the same, in some conspicuous place, a large well-lighted lantern, which shall be kept burning and lighted during the whole night. Any person violating the provisions of this section shall pay a fine of not more than $100 for the use of the City Treasury.
Whenever any excavation shall be made in any of the streets or sidewalks of the City, the person in charge thereof shall cause large, well-lighted lanterns to be kept burning around the same during the whole night, and such person shall post a bond of indemnification and/or a certificate of liability in the amount of not less than $100,000 for the duration of the excavation. Any person violating the provisions of this section shall pay a fine of not more than $100.
