A. 
Vaccination required.[1]
(1) 
No person shall own, keep, harbor or maintain any dog over seven months of age within the Borough of Bloomsbury unless such dog is vaccinated and licensed.
(2) 
All dogs shall be vaccinated against rabies by a licensed veterinarian in accordance with law.
(3) 
No license shall be issued for any dog without proof of rabies vaccination good through November of the licensing year.

B. 
License and registration tag.

(1) 
Any person who shall own, keep or harbor any dog shall, in the month of January of each year, apply for and procure from the licensing official a license and official metal registration tag for each such dog so owned, kept or harbored and shall place upon each dog a collar with a registration tag securely fastened thereto.
(2) 
The owner of any newly acquired dog of licensing age of seven months old shall make application for a license and registration tag for such dog within 10 days after such acquisition or age attainment.
(3) 
Any person who violates or fails or refuses to comply with Subsection B(1) or (2) shall be liable for a late charge of $5 per month for each month after January in addition to being required to obtain a license and registration tag for said dog.
C. 
Application for license. The application shall include the breed, sex, age, color, and markings of the dog for which the license in sought. It shall also include the name and street and post office address of the person who shall keep or harbor such dog. The application must include proof of rabies vaccination good through November of the licensing year.[2]

A. 
All persons applying for a license and registration tag shall pay an annual license fee of $8 for each dog which is spayed or neutered and $11 for each dog which is not spayed or neutered. Said fee includes the following:

(1) 
New Jersey state registration fee: $1 per license.
(2) 
New Jersey state pilot clinic fund fee: $0.20 per license.
(3) 
New Jersey state pet population control for all nonspayed and nonneutered animals: $3.

B. 
Said license and registration tag will be due during the month of January of every calendar year. Any dog not registered during the month of January is subject thereafter to a late fee of $5 per month beginning February 1 to be collected by the dog licensing agent. After February 1 of every calendar year any person found in possession of or to be the owner of an unlicensed and unregistered dog is subject to a fine of $100 per dog.

A. 
Any person who shall bring or cause to be brought into said Borough of Bloomsbury any dog licensed by any agency within the State of New Jersey for the current year and bearing the registration tag and shall keep the same or permit the same to be kept within the Borough of Bloomsbury for a period of more than 30 days shall immediately apply for a license and registration tag for each such dog.
B. 
Any person who shall bring or cause to be brought into the Borough of Bloomsbury from without the State of New Jersey any unlicensed dog and shall keep the same or permit the same to be kept within the Borough of Bloomsbury for a period of more than 30 days shall immediately apply for a license and registration tag for each such dog.
No person, other than a Borough officer in the performance of his duties, shall remove a registration tag from the collar or harness of any dog, without the consent of the owner, nor shall any person attach a tag to a dog for which it was not issued. No licensed dog shall be allowed off the premises of the owner without the metal registration tag attached to its harness or collar.
A. 
The Animal Control Officer, or any person appointed for the purpose by the governing body of the Borough of Bloomsbury, shall take into custody and impound or cause to be taken into custody and impounded and thereafter destroyed or offered for adoption as provided in this section:

(1) 
Any dog off the premises of the owner or of the person keeping or harboring said dog which said official or his agent or agents have reason to believe is a stray dog.
(2) 
Any dog off the premises of the owner or of the person keeping or harboring said dog without a current registration tag on its collar.
(3) 
Any female dog in season off the premises of the owner or of the person keeping or harboring said dog.
B. 
If any dog so seized wears a collar or harness having inscribed thereon or attached thereto the name and address of any person or a registration tag or the owner or the person keeping or harboring said dog is known, the Animal Control Officer, or any person authorized by him in that behalf, shall forthwith serve on the person whose address is given on the collar, or on the owner or the person keeping or harboring said dog, if known, a notice in writing stating that the dog has been seized and will be liable to be destroyed or offered for adoption if not claimed within seven days after the service of the notice.

C. 
A notice under this section may be served either by delivering it to the person on whom it is to be served or by leaving it at the person's usual or last known place of abode, or at the address given on the collar, or by forwarding it by post in a prepaid letter addressed to that person at his usual or last known place of abode, or to the address given on the collar.
D. 
When any dog so seized has been detained for seven days after notice, when notice can be given as above set forth, or has been detained for seven days after seizure, when no notice has been given as above set forth, and if the owner or person keeping or harboring said dog has not claimed said dog and paid all expenses incurred by reason of its detention, including maintenance not exceeding $4 per day, and if the dog is unlicensed at the time of seizure and the owner or person keeping or harboring said dog has not produced a license and registration tag for said dog, the aforesaid Animal Control Officer, or any person authorized by him in that behalf, may cause the dog to be destroyed in a manner causing as little pain as possible or offered for adoption.

A. 
Any officer or agent authorized or empowered to perform any duty under this article is hereby authorized to go upon any premises to seize for impounding any dog or dogs which he may lawfully seize and impound when such officer is in immediate pursuit of such dog or dogs, except upon the premises of the owner of the dog if said owner is present and forbids the same.
B. 
No person shall hinder, molest or interfere with anyone authorized or empowered to perform any duty under this article.

No dog shall be permitted off the premises of the owner or the person keeping or harboring said dog except on a leash.
No person shall keep, harbor or maintain any dog which habitually barks or cries.

Except as provided by N.J.S.A. 4:19-15.19, any person who violates the provisions of this article shall be liable for a penalty as provided in Chapter 1, Article I, General Penalty, of this Code for each offense, to be recovered by and in the name of the Board of Health of the Borough of Bloomsbury, or by and in the name of the Borough of Bloomsbury, as the case may be.[1]
